About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for paving and striping services at the New Hampshire Hospital (36 Clinton Street, Concord, NH) under RFB bid-14-27, with bids due August 14, 2026 at 9:00 a.m. Eastern Time.
The scope comprises complete dig-out and repaving of three existing parking lots, including 12 inches of reclaim of existing surface, removal and grading of excess material, installation of a 2.5-inch base layer and 1.5-inch finish layer of asphalt, asphalt curbing, and line striping upon completion. All labor, tools, transportation, materials, equipment, and permits are the vendor's responsibility. Work shall be performed between 7:00 a.m. and 4:00 p.m. on state business days unless otherwise arranged with ten days' advance notice. The contractor must coordinate with hospital operations to minimize disruption to facility access and patient services. All work must comply with New Hampshire Department of Transportation standards for materials and installation methods.
The contract term commences upon Governor and Executive Council approval through October 31, 2027 (approximately three months), with a potential extension of up to two additional months at the state's sole discretion under the same terms and conditions. Bids must include a lump-sum total for all labor and materials, remain firm for the entire contract period, and include all associated costs with no additional surcharges, fuel charges, or credit card fees permitted.
Award will be made to the vendor meeting RFB criteria and providing the lowest total cost. The successful vendor must submit a Payment and Performance Bond equal to 100 percent of the contract amount and comply with insurance requirements including workers' compensation, commercial general liability ($1 million per occurrence/$2 million aggregate), and owner's and contractor's protective liability ($2 million per occurrence/$3 million aggregate). Payment is made upon completion and final acceptance with invoicing on AIA forms. The vendor must guarantee all work for one year from final acceptance or the manufacturer's standard warranty period, whichever is greater. Vendors must be registered with the State of New Hampshire and in good standing with the NH Secretary of State. Questions are due August 5, 2026, with state responses by August 12. Site visitation is strongly encouraged; contact Don Perrin at 603-688-5159.
