About this file

This is Addendum #1 to Bid Invitation 14-27, issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for paving and striping services at the NH Hospital located at 36 Clinton Street in Concord, New Hampshire. The project encompasses complete dig-out and repaving of three existing parking lots, with work including removal of existing pavement, reclaim operations, grading and compaction, installation of 4 inches of new asphalt (2.5-inch binder and 1.5-inch wearing course), granite curb reset with chinking, and line striping. The addendum clarifies that contractors are responsible for landscape clean-up, edging, and seeding. Bids are due August 14, 2026, at 9:00 a.m., with completion required by November 1, 2026. The addendum indicates that all three parking lots may be closed simultaneously on weekends (Saturday and Sunday) to allow phased construction. Site visits can be arranged individually with Rich Hurd at 603-545-9383 or rich.hurd@das.nh.gov; no pre-bid meeting will be held. The contract commences upon Governor and Executive Council approval and runs through October 31, 2027, with potential extension of up to two additional months at the state's sole discretion.

The addendum addresses fifteen contractor questions and clarifies key scope and specification issues. Notably, no asphalt cement (AC) escalation allowance will be provided, and bid bonds are not required for proposal submission; only Performance and Payment Bonds equal to 100 percent of the contract amount are required post-award. The state confirmed that unsuitable subgrade material discovered during construction will be replaced to New Hampshire Department of Transportation Standard Specifications at no additional cost to the state. Bids must include lump-sum pricing for all labor, materials, equipment, and permits with no additional surcharges or fuel adjustments permitted. Award will be made to the lowest-cost bidder meeting all RFB criteria. The successful contractor must maintain workers' compensation insurance, commercial general liability coverage of $1 million per occurrence/$2 million aggregate, and owner's and contractor's protective liability of $2 million per occurrence/$3 million aggregate. Payment is made upon completion and final acceptance using AIA forms, and all work is guaranteed for one year from final acceptance or the manufacturer's standard warranty period, whichever is greater. Vendors must be registered with the State of New Hampshire and in good standing with the NH Secretary of State.

ADDENDUM # 01 TO BID INVITATION 14-27

DATE AND TIME OF BID CLOSING: 8/14/2026 9:00 AM

FOR: NH Hospital Paving and Striping Services

Question 1: Will there be any granite curb reset or chinking?

State Response: Yes.

Question 2: Will contractor be responsible for landscape clean-up, edging or seeding?

State Response: Yes.

Question 3: Is full depth mill an option to replace reclaim?

State Response: No reclaim is required.

Question 4: Completion date?

State Response: November 1, 2026.

Question 5: Will there be an allowance for AC Escalation?

State Response: No.

Question 6: Please confirm the phasing of the construction. Are we to assume being able to construct one parking lot at a time.

State Response: Weekends All 3 lots can be empty Saturday and Sunday

Question 7: The Scope of Services asks for a 12" reclaim. We assume 4" of asphalt and 8" of subgrade. A number of paving companies we've talked to have balked at this because they do not mill subgrade because of not knowing what is there. Would it be acceptable to just mill/remove the existing pavement, and prep and grade the area for 4" of new asphalt. Would you want the 8” subgrade to be replaced?

State Response: Remove all existing pavement whatever the thickness. Mill or reclaim, regrade and compact for 4” of asphalt to meet finish grade.

Question 8: I see there is a Performance and Payment Bond required for the successful bidder. Is there a Bid Bond needed to submit a proposal?

State Response: No. Bonding shall occur as part of the contracting process.

Question 9: Is there going to be a Pre-Bid Meeting at the site with all the bidders? If so, what is the date, time , and location?

State Response: No. If wishing to visit the site vendors may arrange visitation times with Rich Hurd at 603- 545-9383 or rich.hurd@das.nh.gov.

Question 10: What is the Projects timeline - Start Date - must be completed by Date...???

mailto:rich.hurd@das.nh.gov

State Response: Project would begin after necessary approvals and after conducting pre-construction conference with state agency team members. Estimated conclusion of the project is November 1, 2026.

Question 11: Would we be able to close down two lots to start, then once completed open them up to traffic then close and complete the last remaining lot consecutively...???

State Response: Refer to question 6.

Question 12: Is the contractor responsible for Loam & Seeding...???

State Response: See response to Question 2.

Question 13: Can you clarify the operations in the scope of work. The scope explains Simple reclaim, Grade, & Pave Operations. The word Dig Out is used. Are we just removing the existing asphalt and leaving the existing gravels in place, re-grading, compacting, and paving 2.5-in binder/1.5-in wearing? Please confirm/clarify.

State Response: The word dig out refers to removal of unsuitable material if found and replaced with suitable material to meet grade.

Question 14: There is No Mention of gravel replacement. Can you confirm/clarify if we are replacing any sub-base gravel material? If so, what is the depth of gravel being replaced?

State Response: No mention because we don’t plan to and assume all is good. If found unsuitable it would be replaced to NHDOT Standard Specifications. Material and depth.

Question 15: Liquid Asphalt is very volatile right now. Are we using the NH-DOT Asphalt Cement Adjustment Index for July at $717.50 as we would for all State OF NH projects (NH-DOT AC Escalation)? Please confirm.

State Response: Not sure exactly what you mean by liquid asphalt. Is it emulsion?
