About this opportunity
Texas Department of Public Safety is soliciting bids for janitorial services in New Braunfels, Texas, with responses due November 10, 2026. The opportunity was posted October 26, 2026.
Personnel with DPS access must pass fingerprint-based background investigations, and the contractor must demonstrate compliance with security controls including CJIS requirements. Contractors must also maintain business continuity and disaster recovery plans and comply with E-Verify, the Drug-Free Workplace Act, and the Texas Public Information Act. The certification exhibit (SOL_EXH_F.2_CERTS.pdf) requires vendor identification numbers, charter numbers, and performance address details. Any entity intending to bill Texas state agencies must also complete Form AP-152 to obtain a Texas Identification Number, which agencies require on all maintenance and payment requests.
The contract is non-exclusive, and no minimum compensation or exclusivity is guaranteed. DPS reserves the right to solicit alternative contractors for similar services. DPS holds termination rights for unavailability of funds without penalty, for convenience on thirty days' notice, and for failure to perform on written notice of default. Renewal extensions are at DPS's sole discretion where renewal options are reserved in the solicitation documents. Payment is governed by the Texas Prompt Payment Act, and DPS retains rights to withhold payment for noncompliance with reporting, background check, security, or audit requirements. All work product, data, and intellectual property become the exclusive property of the State of Texas, and contractors waive moral rights in deliverables. Contractors must indemnify the State of Texas and DPS against claims arising from performance and must notify DPS immediately of any bankruptcy, merger, conversion, or recall notice affecting contract performance.
