About this opportunity
Mohave Educational Services Cooperative is requesting proposals for network firewall consulting, management, upgrade, and testing services for its statewide membership of approximately 480 Arizona public agencies, with proposals due July 24, 2026 at 3:00 p.m. The pre-proposal conference was held July 8, 2026 and the question deadline was July 17, 2026.
The scope encompasses firewall consulting (hardware and software analysis, architecture design, network security assessments, optimization), firewall management (automation, policy control, configuration, monitoring, help desk support), firewall upgrades (hardware, software licenses, maintenance, repairs), and firewall testing (vulnerability assessments, penetration testing, compliance audits). Services must support stateful and deep packet inspection, network address translation, application identification and control, intrusion detection and prevention, anti-malware protection, URL filtering, DNS security, VPN support, centralized management, and comprehensive event logging. Testing personnel must hold recognized industry certifications such as OSCP, GPEN, CEH, or equivalent. Offerors may propose alternate solutions meeting specified quality and performance characteristics, subject to Mohave's final approval. The RFP explicitly prohibits offerings of non-firewall-related equipment or certain E-rate Category 2 management services.
The contract will be awarded for an initial one-year term with four potential one-year extensions (five years maximum). Pricing shall be based on percent discount off manufacturer's price lists, fixed price, or combination, with indefinite quantities. A one percent administration fee is included in contract price and must not be added separately. Eligible members as of June 22, 2026 are identified in attached documentation; additional members may join during the contract term if their purchases do not materially increase original volumes.
Offerors are preferred to have at least three years of experience with provision, installation, and maintenance of requested products and services, and must maintain maintenance facilities and support throughout Arizona with trained technicians available within 24 hours when possible. Contract vendors must maintain minimum $2 million aggregate coverage across General Liability, Automobile Liability, Workers' Compensation, Technology Errors and Omissions, Network Security and Privacy Liability, and Professional Liability.
Evaluation criteria are weighted: Pricing Information (30 points), Offer and Acceptance/Terms and Conditions/Scope of Work (25 points), Primary Vendor Information (25 points), Supporting Contract Documents (10 points), and Additional Information (10 points). Responses must be submitted electronically via the OpenGov Procurement portal. A public opening will be held via teleconference immediately following the proposal due date. Award will be made to the responsive and responsible offeror(s) determined most advantageous to Mohave and its members.
Opportunity text
In order to gain economies of scale, Mohave is formally soliciting sources for network firewall consulting, management, upgrade and testing as specified within this Request for Proposal. These products/services are requested for Mohave's statewide membership of approximately 480 public agencies. Members currently eligible to participate in any awarded contract(s) as of June 22, 2026 are included in the attachment titled, RFP 26L-0724 Current Mohave Members.pdf. However, other members may be added during the term of an awarded contract(s). Members that are added during the term of an awarded contract(s) are responsible for determining if their purchases would materially increase any volume provided in the original solicitation. A current list of all members can be found on Mohave's website at www.mesc.org. Contracts, in whole or in part, shall be awarded to offeror, or offerors, for an initial one (1) year term and four (4) potential one-year extensions (contract modification).
The scope of work and specifications define the quality and characteristics of the desired materials and application. The specifications are not intended to be exclusive or to restrict competition. Offerors may offer alternate solutions which meet the quality and performance characteristics in the specifications. Mohave shall review such offers and be the final judge on the acceptance of any alternate solutions.
