About this file
This is an Anti-Lobbying Certification form required for the RFP 26L-0724 Network Firewall consulting, management, upgrade, and testing solicitation issued by Mohave, a consortium representing approximately 480 Arizona public agencies. The certification is mandatory for all offerors submitting proposals and must be completed and signed by authorized representatives before bid submission. The contract will be awarded for an initial one-year term with four potential one-year renewal options. All subcontractors receiving awards in excess of $100,000 must also complete and submit the certification with their respective proposals.
The Anti-Lobbying Certification form requires offerors to certify, pursuant to the Byrd Anti-Lobbying Amendment (31 U.S. Code § 1352) and Federal Acquisition Regulation 52.203-11, that no Federal appropriated funds have been or will be paid to influence Federal transactions related to the contract award. Offerors must disclose any non-Federal funds used for lobbying activities by submitting OMB Form LLL with their proposals. Failure to comply with these requirements or submission of false certifications exposes offerors to civil penalties ranging from $10,000 to $100,000 per violation. The certification language must be incorporated into all subcontract awards at all tiers as a condition of contract performance.
