About this opportunity
The Maryland Department of Human Services, Office of Technology and Help Services (OTHS) is requesting proposals for NEC legacy PBX removal services under Purchase Order Request for Proposal OTHS-OTHS-26-039-S, with proposals due October 30, 2025. This is a secondary competition restricted exclusively to Master Contractors already awarded contracts under the PBX IV – Telecommunications Equipment and Services Master Contract (001B0600162); contractors without an active PBX IV award are ineligible.
The scope encompasses disassembly, removal, and responsible disposal of NEC legacy PBX systems and associated telecommunications equipment from fifteen DHS locations across Maryland, including Allegany, Anne Arundel, Baltimore City, Baltimore County, Charles County, and Prince Georges counties. Work includes disconnection of electrical whips from circuit disconnects and rectifier racks, removal of 12-volt batteries for recycling, extraction of CSUs and associated cables, disassembly of NEAX 2400 IPX PBX systems, and removal of 25-pair switch tails from PBX wall terminations. All labor, tools, transportation, and materials are the contractor's responsibility. Work is estimated to commence December 3, 2025 and be completed by May 31, 2026.
MBE participation is set at 25 percent for Functional Areas II and III; VSBE participation is set at 2 percent for the same functional areas. Technical evaluation criteria prioritize demonstrated experience decommissioning NEC legacy PBX systems and safe removal and responsible disposal of telecommunications equipment and hazardous materials, with price as the third evaluation factor. Contractors must submit separate technical proposals in Word format and financial proposals in Excel format via email to Samanta Clarke (Samanta.clarke@maryland.gov), with itemized quotes and estimated labor hours per site. Invoices must be submitted within thirty days of service completion to OTHS.EPMO@Maryland.gov or through the designated invoice portal. The State reserves the right to reduce the number of locations and to select any or all site services for award. This is a fixed-price contract.
