About this file
This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Human Services (DHS), Office of Technology and Help Services (OTHS), seeking NEC legacy PBX removal services under the PBX IV Telecommunications Equipment and Services Master Contract. The scope of work encompasses the disassembly, removal, and responsible disposal of NEC legacy PBX systems and associated telecommunications equipment from fifteen DHS locations across Maryland. The equipment to be removed includes all associated hardware such as CSUs, racks, cabling, batteries, NEC NEAX 2400 IPX units, electrical whips, and 25-pair switch tails. Proposals are due by October 30, 2025, and work is estimated to commence on December 3, 2025, with completion targeted for May 31, 2026. Contractors must submit separate technical and financial proposals via email to the agency point of contact, Samanta Clarke (Samanta.clarke@maryland.gov), with technical proposals in Word document format and financial proposals in Excel format. The State reserves the right to adjust the scope by reducing the number of locations and to select any or all site services for award.
This PORFP is designated as a Fixed Price contract limited exclusively to Master Contractors already awarded contracts under the PBX IV Telecommunications Equipment and Services Master Contract. Minority Business Enterprise (MBE) participation is set at 25 percent for Functional Areas II and III, with Veteran-Owned Small Business Enterprise (VSBE) participation set at 2 percent for the same functional areas. Technical evaluation criteria prioritize demonstrated experience in decommissioning NEC legacy PBX systems and ability to safely remove and responsibly dispose of telecommunications equipment and hazardous materials, with price serving as the third evaluation factor. Contractors must provide itemized quotes for services at each of the fifteen locations and estimate the number of hours required per site along with proposed timelines. All invoices must be submitted within thirty days of service completion and include invoice date, invoice number, brief description of work with amounts due per line item, and the issuing purchase order number to OTHS.EPMO@Maryland.gov or through the designated invoice portal.
