About this opportunity

The State of Utah, Division of Purchasing, is requesting statements of qualifications to establish an open-ended approved vendor list for rangeland services including Mastication, Lop & Scatter, Chaining, Harrowing, Cut & Pile, Cut & Chip, Tamarisk/Russian Olive Removal, and Drill Seeding, with qualifications due October 27, 2026. Prequalification is valid for 12 months; the list will reopen annually and may be reopened at the State's discretion. Contractors currently on the existing Rangeland Pre-Qual list (as of February 3, 2026, approximately 60 vendors) are not required to respond unless seeking qualification for additional treatment types or expanded acreage ranges.

The scope encompasses eight rangeland treatment service categories across multiple acreage brackets (from under 500 acres to 2,000+ acres depending on service type). Contractors select which job categories and acreage sizes they are qualified to perform. All employees must maintain professional standards and work safely; contractors must maintain a full-time, English-speaking, bonded job foreman or superintendent on-site with decision-making authority. Work requirements include detailed record-keeping (work dates, acreage, location, supervisor names, quality percentages) and weekly written notice of completed acreage to the project manager. The State provides certain equipment (chains for chaining, chain harrows, drill seeders, replacement parts) while contractors furnish tractors, operators, chainsaws, mulching equipment, welders, labor, and transportation.

Vendors must submit a two-page executive summary and response not exceeding 25 pages (Times New Roman 12-point) addressing five weighted evaluation criteria: company and employee experience (35 percent), reference information (25 percent), equipment (15 percent), safety (15 percent), and resumes (10 percent). A minimum score of 70 points is required for approval. References must include completed contact information for projects from the past five years; failure to provide accurate contact data or inability to reach references results in disqualification with zero points awarded.

Contractors must maintain a minimum average performance score of 60 points after completing two projects within their treatment category to remain on the pre-qualification list. Performance is evaluated across three categories: Quality of Product or Service (8 points), Timeliness of Performance (8 points), and Contract Management (4 points). Those scoring below 60 are removed from the pre-qualification list for that treatment and all larger acreage categories within that treatment; they may reapply at the next RFSQ cycle or bid on open solicitations.

Purchase orders require commercial general liability coverage of $1,000,000 per occurrence and $3,000,000 aggregate, commercial automobile liability of $1,000,000 per occurrence, and workers' compensation insurance. Payment terms are 30 days after invoice. All work must comply with Utah E-Verify requirements, anti-boycott provisions, and restrictions on forced labor and restricted foreign entities. Submissions must be made electronically through U3P before the October 27 deadline.

Opportunity text

Project Description This Request for Statement of Qualifications ("RFSQ") is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Code (UAC). If any provision of this RFSQ conflicts with the UCA or UAC, the UCA or UAC will take precedence. The State of Utah, Division of Purchasing has issued this RFSQ to obtain statements of qualifications from companies interested in providing various Rangeland Services, which include Mastication, Lop & Scatter, Chaining, Harrowing, Cut & Pile, Cut & Chip, Tamarisk/Russian Olive Removal, and Drill Seeding, with the intent to establish an open-ended approved vendor list. Vendors approved during this process will be prequalified for a period of 12 months after which time an approved vendor must resubmit qualifications for evaluation and renewal. This pre-qual list will open for new vendor submissions every twelve (12) months. The RFSQ can be reopened for any reason the State deems appropriate. Contractors who are on the Current Rangeland Pre-Qual list (attached) do not need to respond to this solicitation unless they would like to pre-qual for other treatments and/or additional acreage are invited to respond to this solicitation.
