Summary of Attachment B Work Requirements

This is a detailed work requirements document issued by the State of Utah, Division of Purchasing, establishing qualification standards for contractors seeking placement on a Rangeland Pre-Qualification List. The State intends to pre-qualify contractors to perform various rangeland services including Mastication, Lop & Scatter, Chaining, Harrowing, Cut & Pile, Cut & Chip, Tamarisk/Russian Olive Removal, and Drill Seeding. Contractors may specify which project types they wish to be considered for based on their capabilities and equipment. Once pre-qualified, contractors will be available for state agencies to solicit bids on specific rangeland projects, though agencies retain the discretion to conduct open bidding to include all vendors. The pre-qualification list remains valid for 12 months, after which approved vendors must resubmit qualifications for renewal. All employees must maintain professional standards and work safely and timely; contractors must maintain a full-time job foreman or superintendent on-site who is English-speaking and bonded if required, with authority to make decisions on behalf of the contractor.

Performance reviews will be conducted by government project managers for each completed rangeland project using evaluation criteria specified in Attachment G. Contractors must maintain a minimum average performance score of 60 points after completing two projects within their treatment category to remain on the pre-qualification list. Any contractor with an average performance score below 60 will be removed from the pre-qualification list for that specific treatment and all larger acreage categories within that treatment. Removed vendors may reapply at the next open RFSQ cycle and may still bid on open solicitations. Existing contractors with prior State of Utah project experience must demonstrate an average performance score of at least 60 to qualify; contractors new to state work or those without previous performance reviews are eligible to respond to the RFSQ.

Attachment B Detailed Work Requirements

It is the intent of the State of Utah to place qualified contractors on a pre-qualified list to be used for obtaining quotes or bids on various rangeland projects. These projects include Mastication, Lop & Scatter, Chaining, Harrowing, Cut & Pile, Cut & Chip, Tamarisk/Russian Olive Removal, and Drill Seeding. In response to this solicitation, contractors can specify which type of project or projects they would like to be considered for. This could include one or more of the various types listed on Attachment F – Rangeland Job Categories and Sizes. Contractors placed on the pre-qualified list for each service must be capable of performing that project and must have all the skills, abilities, qualifications and equipment associated with that particular service or services.

State agencies requiring one of the Rangeland services above can—at that agency’s option—refer to the pre-qualified list and limit any competition for any particular job to those vendors on the pre-qualified list. Any State agency, at its sole discretion, may solicit bids from all interested vendors in addition to pre-qualified vendors, when it is determined to be in the State’s best interest to do so. This open bid policy will help provide opportunities for other vendors or new vendors to gain the experience necessary to be pre-qualified at a later date.

It is expected that all employees for any contractors placed on this list shall be qualified at all times to perform these services, shall work in a professional, safe and timely manner, and shall conduct themselves in a way that will promote a good working relationship with state employees and contractors. The Division of Purchasing will reserve the right to remove any contractor from the pre-qualified list at any time for failing to maintain these standards originally submitted with this solicitation process, or for any other reason deemed appropriate by the State.

A contractor will have a job foreman/superintendent on the job site for all projects at all times. This individual must be able to speak and understand English and shall have the authority to make decisions on behalf of the contractor. If required by the State, this individual must be bonded.

The general job descriptions for each type of project can be found in Attachment D (General Job Descriptions). Additional instruction/information is provided on attachments C-H. A detailed Scope of Work (SOW) will be provided with each project solicitation.

Performance Reviews

In accordance with Procurement Code 63G-6a-410(5)(e), the State of Utah has determined that it is in its best interest to conduct a contractor performance review for each rangeland project. The Government agency project manager will complete a performance review according to the evaluation criteria in Attachment G.

Performance evaluations will be completed for each project. An average performance evaluation score of less than 60 will be grounds for removal from the pre-qualification list for that specific treatment/acreage category and all larger acreage within that same treatment category. Vendors will be aware of their performance status as they will be monitored throughout the project. Any corrective action will be communicated to the vendor verbally or through a 10-day letter to cure, depending on the issues. Vendors must complete any corrective action requested or required. If not, this will be reflected in their performance review scores.

For a vendor to remain on the Rangeland Pre-Qualification list, they must maintain a minimum average performance score of 60 after 2 projects within the treatment category. If a vendor's average performance score drops below 60 within that treatment category, they will be removed from the pre-qualification list for that specific treatment/acreage category and all larger acreage within that same treatment category. If a vendor is removed from the pre-qualification list they may still be eligible to submit a bid on Open Bid solicitations. Once a vendor is removed from the pre-qualification list, the vendor may reapply at the next open RFSQ. Contractors who have completed projects for the State of Utah and received a performance review must have an average of 60 points in order to respond to this RFSQ. Please contact Melissa Landeen (mlandeen@utah.gov) to check on your score. If you are a contractor who has never worked for the State of Utah or have not received a performance review, you are welcome to respond to this RFSQ.
