About this opportunity

Hillsborough County Public Schools (HCPS) in Florida is pursuing a single/sole source procurement for NAVIGATE360 PBIS Rewards, a digital schoolwide behavior management system to be implemented across 60 district schools. The procurement is specifically for Navigate360, LLC's proprietary software that enables comprehensive Positive Behavioral Interventions and Supports (PBIS) tracking and management. The system allows school administrators to monitor teacher utilization, track student behaviors, manage referrals, and implement Check-In/Check-Out features designed to improve school culture and reduce discipline incidents. The notice of intent was published on July 23, 2024, with a response period ending on August 5, 2024, during which interested firms can submit documentation demonstrating equivalent service capabilities via www.vendorlink.com. Potential respondents must provide clear and convincing documentation proving they can meet or exceed the system's requirements, with HCPS reviewing all submissions within seven business days of publication. The procurement follows Rule 6A-1.012(12)(d) of the Florida Administrative Code and includes a three-business-day protest period from August 5-8, 2024.

Navigate360, LLC claims exclusive rights to the PBIS Rewards system, with no authorized agents or dealers, effectively limiting potential competition. The procurement does not appear to have specific set-aside designations for disadvantaged enterprises or small businesses. The system is a multi-device platform with copyright protection over its coding, text, and images, suggesting potential technological integration challenges for alternative vendors. While specific budget details are not explicitly stated, the scope of implementation across 60 schools indicates a substantial investment in behavioral management technology. The sole source nature of the procurement suggests Navigate360 is the incumbent vendor and potentially the only provider meeting the district's specific technological and functional requirements for comprehensive PBIS behavior tracking and management.
