About this file
The document is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by the Hillsborough County Public Schools (HCPS) Procurement Services Department in Florida. The notice concerns the procurement of PBIS Rewards, a digital schoolwide behavior management system developed by Navigate360, LLC, for 60 schools within the district. The sole source procurement notice is posted from Tuesday, July 23, 2024, to Monday, August 5, 2024, with a three-business-day protest period from August 5-8, 2024. Interested firms may submit a response via www.vendorlink.com to demonstrate their capability to provide equivalent services, with all responses to be reviewed by HCPS within seven business days of publication.
The PBIS Rewards system is designed to simplify the implementation and tracking of a school's Positive Behavioral Interventions and Supports (PBIS) framework, allowing school administration to monitor teacher utilization and improve school culture by focusing on positive behaviors. Navigate360, LLC claims exclusive rights to the product, with no authorized agents or dealers, and holds copyright over the service's coding, text, and images. The system features a multi-device platform for recognizing student behaviors, includes referral tracking and Check-In/Check-Out features, and aims to reduce discipline referrals by providing a comprehensive Tier 1 behavior management approach. The procurement process allows for potential alternative vendors to demonstrate "like" capabilities, but ultimately seeks to purchase the service directly from Navigate360, LLC.

EXHIBIT A
SINGLE/SOLE SOURCE COMMODITIES AND SERVICES
1. Describe what the item commodity and service is and how it is to be used by HCPS.
PBIS Rewards is a digital, schoolwide behavior management system. Our system simplifies the implementation and tracking of a school’s PBIS framework. With PBIS Rewards, school administration can clearly see how teachers are utilizing the PBIS framework and how it is improving school culture. A key aspect of PBIS is focusing on positive behaviors and less on negative behaviors. PBIS Rewards makes this easier with schoolwide support. HCPS has identified 60 schools that will utilize this system to provide a more comprehensive Tier 1 behavior plan in their school and reduce the number of discipline referrals.
2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?
The multi-device platform makes it easy to continuously recognize students for meeting behavior expectations anywhere in the school, not just in the classroom. With added features like referral tracking, Check-In/Check-Out, and a teacher rewards system, PBIS Rewards helps foster accountability and fidelity in your PBIS program.
3. Vendor-provided information.
PBIS Rewards is a sole source product developed, sold, and distributed exclusively by Navigate360, LLC. No other company has a service that is similar to this service. There are no agents or dealers authorized to represent the service.
