About this file
This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) in Florida for the procurement of NAVIGATE360 PBIS Rewards, a digital schoolwide behavior management system. PBIS Rewards is a multi-device platform designed to track and support the implementation of Positive Behavioral Interventions and Supports (PBIS) across 60 district schools. The system enables school administrators to monitor teacher utilization of the PBIS framework, track student behaviors, manage discipline referrals, and implement Check-In/Check-Out features to improve school culture and reduce discipline incidents. The Notice of Intent was posted on July 23, 2024, with a seven-business-day response period extending through August 5, 2024, during which interested firms may submit documentation demonstrating equivalent or superior service capabilities via www.vendorlink.com using Exhibit B. A three-business-day protest period follows from August 5-8, 2024. No formal bidders' conference, site visit, or award date is specified in the notice.
Navigate360, LLC claims exclusive ownership and distribution rights to PBIS Rewards, asserting that no other company offers a comparable service and that no authorized agents or dealers exist. The vendor must be purchased directly from Navigate360, LLC at 3900 Kinross Lakes Parkway Suite 200, Richfield, Ohio 44286. The procurement is designated as a sole source purchase, meaning HCPS has determined that only one source can adequately meet the district's requirements. Interested firms responding to this notice must provide clear and convincing documentation that they can meet or exceed the system's requirements; responses will be evaluated solely to determine whether competition exists. If no comparable alternatives are identified during the posting period, HCPS will recommend to the School Board approval to waive competitive solicitation and proceed with the sole source purchase from Navigate360, LLC. Specific pricing, budget amounts, contract term length, renewal options, and any small business or disadvantaged enterprise set-asides are not detailed in this notice.

EXHIBIT A
SINGLE/SOLE SOURCE COMMODITIES AND SERVICES
1. Describe what the item commodity and service is and how it is to be used by HCPS.
PBIS Rewards is a digital, schoolwide behavior management system. Our system simplifies the implementation and tracking of a school’s PBIS framework. With PBIS Rewards, school administration can clearly see how teachers are utilizing the PBIS framework and how it is improving school culture. A key aspect of PBIS is focusing on positive behaviors and less on negative behaviors. PBIS Rewards makes this easier with schoolwide support. HCPS has identified 60 schools that will utilize this system to provide a more comprehensive Tier 1 behavior plan in their school and reduce the number of discipline referrals.
2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?
The multi-device platform makes it easy to continuously recognize students for meeting behavior expectations anywhere in the school, not just in the classroom. With added features like referral tracking, Check-In/Check-Out, and a teacher rewards system, PBIS Rewards helps foster accountability and fidelity in your PBIS program.
3. Vendor-provided information.
PBIS Rewards is a sole source product developed, sold, and distributed exclusively by Navigate360, LLC. No other company has a service that is similar to this service. There are no agents or dealers authorized to represent the service.
