About this opportunity

The State of Nevada Purchasing Division is soliciting statewide landscaping services through RFQ 43ADG-S4059 on behalf of the Nevada Office of the Military and the Nevada Department of Adjutant General and National Guard, with vendor questions due October 28, 2026 and responses due November 6, 2026 at 2:00 PM. The State intends to award multiple contracts, and vendors may bid on individual facilities, multiple facilities, or all listed facilities in Carson City, Carlin/Elko, Fallon, Reno, Henderson, North Las Vegas, and Las Vegas. Responses are submitted through NevadaEPro.

Vendors must pass a Stage One review of General Minimum Qualifications, then a Stage Two review of Technical Minimum Qualifications. The qualifications form requires vendors to demonstrate the ability to provide all five required services (turf and lawn care, plant and tree care, debris removal, irrigation, and rock and decomposed granite) to advance to Stage Two. Vendors need current Nevada business and contractors licenses and at least three years of experience in landscaping and grounds maintenance. The Scope of Work states that no Nevada contractor's license is required, which conflicts with the RFQ and should be confirmed before bidding.

Work is as-needed and may be performed one-time, quarterly, semi-annually, or annually, with weekday after-3:00 PM or weekend scheduling subject to facility supervisor approval. The service locations matrix lists 21 facilities. Technical requirements include a work plan, irrigation expertise, drought-tolerant methods suited to Nevada's climate, key personnel qualifications, and financial stability documentation. The RFQ also requires vendors to accept the standard form contract or submit a justified redline.

Eligibility conditions include registration with the Nevada State Controller's Office, mandatory electronic funds transfer, and background checks and a NVARNG Personal Security Questionnaire before site access. Contractors with felonies, sex offenses, or outstanding warrants may be denied access. Insurance requirements are $2 million general aggregate and $1 million per occurrence commercial general liability, $1 million combined single limit auto liability, statutory workers' compensation, and $100,000 per accident and $500,000 policy limit employers' liability. Insurers must carry an A.M. Best rating of at least A-VII, and the State must be named additional insured. The Certification Regarding Lobbying is required, and vendors filing non-federal lobbying disclosures must also submit Standard Form-LLL.

The RFQ states a two-year term with two one-year renewal options. The Cost Schedule covers February 1, 2027 through January 31, 2031. Rates must be fully loaded and firm for each contract year, and project work over $10,000 requires milestone or progress billing proposals. Questions close October 28, 2026, and answers post October 30, 2026. Evaluation runs November 11–18, 2026, with a Notice of Intent estimated for November 20, 2026, a Notice of Award for November 27, 2026, Board of Examiners approval on January 13, 2027, and a contract start estimated for February 1, 2027.
