About this opportunity

The Nevada State Purchasing Division, on behalf of the Nevada Office of the Military (Nevada Department of Adjutant General and National Guard), is requesting proposals for landscaping services across 19 statewide National Guard facilities, with proposals due November 3, 2026 at 2:00 p.m. Pacific Time and questions due October 20, 2026.

The scope encompasses turf and lawn care, plant and tree care, debris removal, irrigation system maintenance and installation, and rock and decomposed granite services on an as-needed, quarterly, semi-annual, or annual basis at facilities in Carson City, Carlin, Elko, Fallon, Reno, Henderson, North Las Vegas, and Las Vegas. Vendors must demonstrate a minimum of three years of experience in landscaping and grounds maintenance, hold current Nevada business and contractors licenses, and provide comprehensive work plans addressing service frequencies, staffing, equipment, drought-tolerant landscaping practices appropriate to Nevada's climate, irrigation system expertise, seasonal and emergency response capacity, and key personnel qualifications including supervisors, irrigation specialists, and arborists. All contractor personnel must complete a Nevada Army National Guard Personal Security Questionnaire and pass background checks prior to facility access. Technical services at each location require contractors to contact site managers no less than two working days in advance and coordinate escorted access.

The contract term runs four years from February 1, 2027 through January 31, 2031, with rates held firm for each contract year. Pricing is structured as recurring maintenance base service-call rates plus hourly labor by category (General Laborer/Groundskeeper, Irrigation Specialist, Arborist, Supervisor/Crew Lead), time-and-materials hourly rates, one-time project pricing, and per-unit rates for sod, mulch, turf treatment, soil, trees, and shrubs, plus fuel surcharge, disposal, equipment rental, and emergency premiums. The State intends to award multiple contracts to establish statewide coverage and reserves the right to add vendors annually through January submission windows in 2028, 2029, and 2030.

Contractors must maintain Commercial General Liability coverage with $2 million General Aggregate and $1 million per-occurrence limits, Automobile Liability with $1 million Combined Single Limit, and Workers' Compensation at statutory limits with Employers' Liability of $100,000 per accident and $500,000 policy limit, naming the State as additional insured. Evaluation follows a two-stage process: Stage One assesses general minimum qualifications on pass-fail; Stage Two evaluates technical qualifications for advancing vendors. Notice of Intent is estimated November 12, 2026, and Notice of Award November 20, 2026. All responses must remain valid for a minimum of 180 days after submission. Submission is electronic through nevadaepro.com only.
