About this file
This is a Scope of Work document prepared by the Nevada State Purchasing Division on behalf of the Nevada Office of the Military, Nevada Department of Adjutant General and National Guard, for landscaping services to be provided at various National Guard locations throughout Nevada. The State seeks qualified contractors to provide landscaping duties on an "as-needed" basis at multiple sites, with contractors required to specify the geographical locations they are willing to serve in their bid proposals. Required services encompass turf and lawn care (mowing, edging, trimming, aerating, fertilizing, and turf replacement); plant and tree care (pruning, maintenance, planting of new vegetation, and soil compaction); debris removal; irrigation system maintenance and installation (valves, drip lines, sprinklers, timers, and valve boxes); and rock and decomposed granite placement and replenishment. Services may be required on a one-time, as-needed, quarterly, semi-annual, or annual basis. Contractors must contact the site manager no less than two working days prior to monthly site visits to coordinate escorted access, provide technical supervision through a competent foreman, and perform all work in accordance with applicable state and local laws, regulations, codes, and ordinances. All landscaping services must be performed by personnel employed and supervised by the bidder, with the contractor furnishing all necessary labor, supervision, materials, equipment, tools, transportation, and incidentals.
Contractors are required to register with the Nevada State Controller's Office as a vendor to receive payment, with all payments processed through electronic funds transfer within 30 days of invoice receipt and using agency approval. For ongoing service contracts, vendors must provide hourly rates for each year, accounting for inflation-related costs, and may propose alternative payment options if deemed in the best interest of the State. Contractors do not need to maintain a State of Nevada Contractor's license. All work must be performed in a timely and workmanlike manner in strict conformance with solicitation documents, with contractors assuming full responsibility for construction procedures, methods, techniques, sequences, and safety. Site entry requires valid government-issued identification, and all contractor personnel must complete a Nevada Army National Guard Personal Security Questionnaire and pass background checks to gain access to facilities. Contractors are prohibited from photography on site unless specifically approved by the Owner's Facility Supervisor or Facility Manager. Upon project completion, contractors must submit all owner manuals, documentation, drawings, reports, photographs, and other materials prepared during performance to the Facility Supervisor or Facility Manager, as all such materials become the exclusive property of the State.
