About this file

This Request for Qualifications (RFQ) is issued by the Nevada State Purchasing Division on behalf of the State of Nevada Office of the Military to solicit qualified vendors to provide landscaping services for Nevada National Guard facilities statewide. The solicitation seeks vendors capable of delivering comprehensive landscaping maintenance across 18 identified locations in Carson City, Carlin/Elko, Fallon, Reno, Henderson, North Las Vegas, and Las Vegas. Required services include turf and lawn care, plant and tree care, debris removal, irrigation system maintenance, and rock and decomposed granite (DG) services. The RFQ employs a two-stage evaluation process: Stage One assesses General Minimum Qualifications on a pass/fail basis, and Stage Two evaluates Technical Minimum Qualifications for vendors advancing from Stage One. The deadline for questions is October 20, 2026, with answers posted by October 27, 2026. Responses are due no later than 2:00 p.m. Pacific Time on November 3, 2026, with evaluation occurring November 4-11, 2026. Notice of Intent is estimated for November 12, 2026, and Notice of Award for November 20, 2026. The resulting contract is expected to have a two-year initial term, subject to Board of Examiners approval, with options to renew for two additional one-year extensions if mutually agreed upon. Contract commencement is estimated for February 1, 2027. The State intends to award multiple contracts to establish statewide coverage and reserves the right to add new vendors annually through January submission windows in 2028, 2029, and 2030.

Vendors must possess a minimum of three years of experience providing landscaping and grounds maintenance services and maintain current Nevada business and contractors licenses. Technical qualifications require demonstration of drought-resistant landscaping practices appropriate for Nevada's climate, comprehensive service delivery work plans, irrigation system expertise, equipment capability and maintenance programs, seasonal and emergency response capacity, and qualified key personnel including supervisors, irrigation specialists, and arborists. Vendors must provide evidence of commercial general liability, business automobile liability, and workers' compensation insurance; current Nevada business license; current Nevada Contractors Board license; and financial capacity documentation. Responses must include certifications regarding lobbying, compliance with Nevada law, non-boycott of Israel agreements, and policies regarding equal employment opportunity and drug-free workplace compliance. Mandatory response components include a title page, table of contents, signed certification regarding lobbying, responses to mandatory minimum and critical items, scope of work responses, cost proposals, and confidential business information where applicable. All response terms, including prices, must remain valid for a minimum of 180 days after the submission deadline, and for awarded vendors throughout the entire contract term. Vendors are strongly encouraged to agree to the standard form contract and insurance schedule as provided without modifications.

Required contract terms on Indemnification: "To the fullest extent permitted by law, Contractor shall indemnify, hold harmless and defend, not excluding the State’s right to participate, the State from and against all liability, claims, actions, damages, losses, and expenses, including, without limitation, reasonable attorneys’ fees and costs, arising out of any breach of the obligations of Contractor under this contract, or any alleged negligent or willful acts or omissions of Contractor, its officers, employees and agents. Contractor’s obligation to indemnify the State shall apply in all cases except for claims arising solely from the State’s own negligence or willful misconduct. 11.4. Limited liability. Required contract terms on Limited Liability: "The State will not waive and intends to assert available

NRS Chapter 41 liability limitations in all cases. Contract liability of both parties shall not be subject to punitive damages. Contractor’s tort liability shall not be limited."

11.5. Insurance schedule. The State strongly prefers vendors agree to the terms of the attached insurance schedule as is.

Vendors who cannot agree must explain which areas are causing non-compliance and attach a redline if necessary.

Awarded vendor shall maintain, for the duration of the contract, insurance coverages as set forth in the fully executed contract. Work on the contract shall not begin until after the awarded vendor has submitted acceptable evidence of required insurance. Failure to maintain any required insurance coverage or acceptable alternative method of insurance shall be deemed a breach of contract.

11.8.5. Conflict of interest. Vendor shall disclose any existing or potential conflict of interest relative to the performance of the contractual services resulting from this solicitation. Any such relationship that might be perceived or represented as a conflict shall be disclosed. By submitting a response in response to this solicitation, vendors affirm that they have not given, nor intend to give at any time hereafter, any economic opportunity, future employment, gift, loan, gratuity, special discount, trip, favor, or service to a public servant or any employee or representative of same, in connection with this procurement. Any attempt to intentionally or unintentionally conceal or obfuscate a conflict of interest shall result in disqualification of a vendor response. An award shall not be made where a conflict of interest exists. The State shall determine whether a conflict of interest exists and whether it may reflect negatively on State vendor selection.
