About this opportunity
Sarasota County is seeking a construction contractor for the Nathan Benderson Park Shoreline Stabilization South and East project, an invitation for bids (IFB) located in the Siesta Key CDP area. The project involves comprehensive shoreline stabilization work, including revetment construction, breakwater construction, steel sheet pile installation, and upland backfill and restoration along the southern and eastern shorelines of Benderson Lake. Contractors must demonstrate significant prior experience, with minimum qualifications including completed riprap or revetment projects and a minimum project contract value of $1,000,000. The contract will have a 180-calendar day timeline for substantial completion, with liquidated damages of $400 per day for substantial completion delays and $100 per day for final acceptance delays. Bids must be submitted through OpenGov Procurement, with a public bid opening according to the posted timeline. Bidders are required to provide comprehensive insurance coverage, including workers' compensation, commercial general liability, business automobile liability, and umbrella/excess liability with specific minimum coverage amounts. The project is anticipated to be funded through multiple sources, including the Florida Department of Environmental Protection, Community Development Block Grant, State Revolving Funds, Florida Department of Transportation Local Agency Program, and Southwest Florida Water Management District.
The contract does not appear to have specific set-aside designations for disadvantaged enterprises, and the solicitation indicates that local and American business preferences are not applicable due to grant funding requirements. Contractors must submit a Contractor Qualification Form demonstrating experience with similar projects completed within the last 10 years. While no incumbent vendors are explicitly mentioned, the project involves working within an existing park infrastructure at 5851 Nathan Benderson Circle in Sarasota, Florida, which encompasses approximately 602.6 acres across multiple parcels. The county encourages local hiring, with a Local Hiring Initiative form recommending contractors hire at least 15% local residents from Sarasota, Manatee, or Charlotte Counties. Although a specific contract value is not directly stated, the minimum project qualification suggests the contract will be valued at over $1,000,000. Additional requirements include having at least one LEED Accredited Professional on staff and complying with comprehensive environmental and construction permit requirements from the Southwest Florida Water Management District and the U.S. Army Corps of Engineers.
