About this file
This document is a technical specification for the Sarasota County Benderson Park South Shoreline Stabilization Project, prepared by Aptim Environmental & Infrastructure, LLC for Sarasota County. The project involves revetment construction, breakwater construction, steel sheet pile installation, and upland backfill and restoration along portions of the southern and eastern shoreline of Benderson Lake. The work includes excavation, stone placement, geotextile installation, and concrete work, with construction activities limited to 8:00 a.m. to 6:00 p.m. and no work permitted on county holidays. The contractor is responsible for obtaining necessary permits, conducting surveys, maintaining access routes, and ensuring safety and environmental protection during the project.
The technical specifications provide detailed requirements for materials and installation, including specifications for armor stone (with specific weight and dimension requirements), geotextile, concrete, and steel sheet piles. The contractor must provide certified stone from approved quarries, conduct drop tests, and meet strict quality control standards. Payment will be based on in-place contract unit prices, with careful measurement and documentation of materials placed. The project emphasizes minimal environmental disturbance, requiring restoration of access routes and staging areas to pre-construction conditions. Daily quality control reports are mandatory, and the contractor must have a safety officer on-site during complex work activities.

The initial test and any additional test required because of failure of the initial test sample will be made at no cost to the COUNTY. The CONTRACTOR may not use more than one quarry without prior approval of the ENGINEER. The ENGINEER will require additional tests, at no expense to the COUNTY, if additional quarries are requested.
14.4 Drop Test at the Quarry. A drop test will be performed on a ten (10) stone sample at the rock quarry. The drop test will be performed by the CONTRACTOR in the presence of the ENGINEER. The CONTRACTOR shall give the ENGINEER one (1) week notice of the drop test. The drop test will consist of dropping the armor stone from a height of five (5) feet onto an 8’ x 8’ steel plate. The steel plate shall be a minimum of 1” thick and be placed on flat, firm ground. Acceptable stone will not fracture when dropped.
The stone should be examined carefully before testing as well as afterward. Failure criteria are breakage, development of new cracks, and opening of old cracks. All ten
(10) stones must pass the drop test to approve the quarry, quarrying process, and stone selection. Stones that fail the test shall not be incorporated into the WORK. Should any of the stones from the first sample fail the drop test, the CONTRACTOR may select a new ten (10) stone sample and repeat the test after approval from the ENGINEER.
14.5 Drop Tests at the Project Site. Drop tests may be requested on individual stones at the project site at any time by the ENGINEER to check stone quality. Stones that are not tested after requested by the ENGINEER, or that fail the drop test, will be rejected and shall be removed from the site by the CONTRACTOR at no expense to the COUNTY.
The CONTRACTOR shall be prepared to perform a drop test within the limits of Construction Work/Staging Area at no additional expense to the COUNTY.
14.6 Non-Specification Armor Stone. The ENGINEER reserves the right to refuse payment for armor stone delivered to the site that does not meet these specifications. The CONTRACTOR shall remove unacceptable stone from the work site at no additional expense to the COUNTY. Unacceptable stone removed from the site shall be returned to the quarry, the CONTRACTOR's yard, or otherwise disposed of in a legal manner.
The CONTRACTOR shall have a quality control representative at the site to review materials delivered to the site.

23.2.4 Placement of stone material during periods of wave energy sufficient to cause displacement of material shall be at the CONTRACTOR's risk. All materials lost or displaced during construction as a result of wave displacement shall be replaced at the CONTRACTOR's expense.
23.3 Tolerances. A vertical tolerance of ± 0.5 feet to the design surface of the revetment crest shall be permitted for projections and depressions of the in-place material. A horizontal tolerance of ± 1.0 feet to the design footprint of the revetment toe shall be permitted for projections and depressions of the in-place material. Placed material that is beyond the maximum tolerance stated herein is ineligible for payment. The ENGINEER may request any stone that exceeds the tolerances be removed by CONTRACTOR at the CONTRACTOR’S expense.
23.4 Bid Tonnage. The tonnage of armor stone in the bid assumes that there are no voids and accounts for zero tolerance. Unless changed by the ENGINEER, the bid tonnage is the maximum pay tonnage. The CONTRACTOR shall make his own estimate prior to
TS-17
making his bid. The bid tonnage assumes 140 pcf stone is used to fill the template. If a higher unit weight stone is used, it is possible that the final elevation of the structures will be between the lower tolerance and the template. Regardless of the stone density, the minimum tolerances shall be met.
23.5 Test Section. At the start of the work, the CONTRACTOR shall complete a 50-foot test section of the first revetment section under construction prior to performing WORK on other sections of the revetment. The CONTRACTOR shall notify the ENGINEER that the test section is complete and shall submit a survey consisting of at least two cross-sections to the ENGINEER. The ENGINEER may observe the section to determine compliance with the construction Plans and Specifications. The CONTRACTOR may continue construction of the structure prior to the ENGINEER’s written approval of the test section; however, materials placed prior to the ENGINEER’s approval of the test section are subject to remediation at the CONTRACTOR’s own risk and cost.
23.6 Basis of Payment. The stone will be paid for at the in-place contract unit price per tons of armor stone. Payment shall be based upon the per unit items constructed by the CONTRACTOR and accepted by the ENGINEER on the basis of both suitable documentation provided and observation of the WORK. Documentation of the WORK shall include the survey of the completed work and a certified weight determination of the quantity of material delivered to the site and placed within the lines and grades as described in these Plans and Specifications. Stone shall be measured by the ton, saturated surface-dry. Measurement shall be by railroad scales, truck scales, barge displacement, volume measurements or other method approved by the ENGINEER. The ENGINEER shall approve which of the methods, i.e. railroad scales, truck scales, barge displacement, or volume measurements, is to be used. Duplicates of the sworn certifications of weight shall be furnished with each load of material and presented to the job inspector/superintendent for their signature. Certificates of weight, which do not bear the signature of the job inspector/superintendent, will not be considered for payment. The WORK specified under this Section, upon acceptance by the ENGINEER, shall be paid for under the Bid Item “FURNISH AND INSTALL
ARMORSTONE”.
