About this opportunity
The State of Utah Department of Health and Human Services (DHHS), through the State of Utah Division of Purchasing, is conducting a Request for Statement of Qualifications (RFSQ) under Utah Procurement Code 63G-6a Part 15 to procure workforce development training services specific to the Universal Prevention Curriculum Coordinator Series (UPC-C) professional education program developed by Zili Sloboda for a five-year contract term. The contractor must deliver a minimum of two 30-hour UPC-C training courses annually, either virtually or in person, covering six core subject areas: evidence-based prevention frameworks, community implementation systems, family prevention, school-based prevention, environmental policies and strategies, and media-based prevention. Required deliverables include participant manuals for each module, attendance records, pre- and post-test assessments, and course evaluation surveys, with success measured by training a minimum of 10 participants per course offering and demonstrating increased knowledge through pre- and post-test results and positive participant evaluations. Mandatory qualifications include a doctorate degree in behavioral health, research, or education; demonstrated experience providing prevention science training; and expertise in evidence-based curriculum frameworks, with key personnel resumes weighted at 19.2 percent of the evaluation criteria. The evaluation scoresheet establishes six scoreable technical criteria totaling 600 possible points, with a minimum threshold of 390 points (65 percent) required for advancement, including assessment of resumes and key personnel (23 points), experience teaching prevention science training (13 points), governmental and consulting experience (13 points), customer service and administrative accuracy (13 points), quality of training model and trainers' qualifications (45 points, comprising 37.5 percent of the total weight), and vendor capacity to accomplish the scope of work (13 points). Statements of Qualifications must be submitted without pricing information by February 20, 2026, either through the U3P system or via email to mwoodward@utah.gov with the subject line "MW26-13 Statement of Qualifications submission," with late submissions not accepted; the highest-ranked vendor will be selected to negotiate a contract at fair and reasonable compensation determined through negotiation.
No set-aside designations for disadvantaged enterprises or restrictions on organizational types are specified in the solicitation documents. There are no identified incumbent vendors or current contractors listed in the procurement materials. The contract requires compliance with federal and state laws, including maintenance of commercial general liability insurance of not less than $1,000,000 per occurrence and $3,000,000 aggregate, workers' compensation insurance, and E-Verify participation for employee work eligibility verification. The contractor must establish robust data protection procedures for State Data, including secure transmission, encryption, and confidentiality safeguards, with prohibitions on use in generative artificial intelligence without prior written permission. Payment terms require invoice submission within 20 days of service delivery through the State of Utah's electronic billing system, with DHHS making payments within 30 days of receipt of correct invoices, and any unspent funds lapsing at the end of the funding period with no carry-forward claims permitted. The solicitation does not include an explicit budget range or award value, as fair and reasonable compensation will be negotiated with the highest-ranked vendor following the evaluation process.
