About this file
This Scope of Work attachment outlines the requirements for the Universal Prevention Curriculum Coordinator Series (UPC-C) professional education program contract issued by the State of Utah Department of Health and Human Services (DHHS). The contract involves delivering workforce development training to substance use prevention professionals throughout Utah. The contractor must provide a minimum of two 30-hour UPC-C training courses annually, either virtually or in person, covering six core subject areas: evidence-based prevention frameworks, community implementation systems, family prevention, school-based prevention, environmental policies and strategies, and media-based prevention. Deliverables include participant manuals for each module, attendance records, pre- and post-test administration, and course evaluation surveys. The contract has a five-year term and is being procured through a Statement of Qualifications process, with the highest-ranked vendor selected for fair and reasonable compensation negotiations.
The contractor must possess collective staff qualifications including a doctorate degree in behavioral health, research, or education; demonstrated experience providing prevention science training; and expertise in evidence-based curriculum frameworks. Success is measured by training a minimum of 10 participants per course offering, demonstrating increased knowledge through pre- and post-test results, and obtaining positive participant evaluations. The contractor must submit monthly invoices through the State of Utah's electronic billing system, with payments processed via Electronic Funds Transfer. Reporting requirements include quarterly progress meetings with DHHS staff and comprehensive annual reports due by June 30th, detailing training offerings, participant numbers and demographics, evaluation results, and areas for improvement. Any unspent funds lapse at the end of the funding period with no carry-forward claims permitted.
