About this opportunity
The Palm Beach County Board of County Commissioners is requesting proposals for a Multiple Option Dental Program covering employees of the County, the Supervisor of Elections, and Palm Tran, with proposals due July 6, 2026.
The scope consists of five dental plan options: two DHMO plans (Basic and Enhanced) and three DPPO plans (Low, High, and Premier). Bidders must submit pricing for all five options across four coverage tiers (Employee Only, Employee + 1, Employee + 2, and Employee + 3 or more) and complete a comprehensive questionnaire addressing general administration, provider network details, claims administration, benefits design, and financial information. The questionnaire specifies coverage for two counties (Palm Beach and Broward) plus Martin County, with detailed requirements for network adequacy analysis, provider credentialing, disruption reporting, member satisfaction survey results, and quality assurance documentation. Proposers must address specific benefit provisions including orthodontia (limited to members under age 19 in some plan tiers), implant benefits with a separate annual maximum, out-of-area emergency coverage, dependent college student coverage, COBRA administration for dental, medical, and health FSAs, and retiree billing for approximately 80 retirees. The contract requires performance guarantees of up to $50,000 each for contacting all current network providers and contracting the top 100 DHMO and DPPO providers. Proposers must also provide current ratings from A.M. Best, Moody's, or Standard & Poor's and confirm ability to supply personalized ID cards at no additional cost.
The contract term runs January 1, 2027, through December 31, 2029. Proposers may submit multi-year rate guarantees or single-year rates with optional subsequent years. Rate change notification requires 180-day advance notice (or by June 30 annually). The incumbent carrier is Solstice Benefits, Inc., which currently administers the program with value-added benefits including vision discount, hearing benefit, and pharmacy discount programs. Bidders must certify financial stability, accuracy of pricing, and compliance with Commercial Non-Discrimination Certification requirements. Failure to submit the completed price proposal appendix with required certifications results in immediate rejection.
