About this opportunity
Palm Beach County is requesting proposals for a Multiple Option Dental Program covering county employees, Palm Tran employees, and Supervisor of Elections staff, with proposals due July 6, 2026 under RFP 26-041/DJ. The contract runs from January 1, 2027 through December 31, 2029.
The scope comprises five plan options: two Dental Health Maintenance Organization (DHMO) plans—Basic (Option I) and Enhanced (Option II)—and three Dental Preferred Provider Organization (DPPO) plans—Low (Option III), High (Option IV), and Premier (Option V). Each plan establishes distinct copayment structures, deductibles, coinsurance percentages, annual maximums, frequency limitations, and coverage restrictions across diagnostic, preventive, basic restorative, major restorative, endodontic, periodontic, oral surgery, prosthodontic, implant, and orthodontic services. The DHMO Basic plan emphasizes preventive care with minimal copayments and excludes most restorative and specialty services. The DHMO Enhanced plan expands coverage to include basic restorative and limited oral surgery. The DPPO plans (Low, High, and Premier) layer increasing annual maximums and coinsurance rates across service categories, with the Premier plan offering the most comprehensive major restorative and implant coverage. Orthodontics are limited to members under age 19 under most plans, with lifetime maximums ranging from $1,000 to $2,000 per person.
Proposers must submit pricing on a monthly basis across four coverage tiers (Employee Only, Employee + 1, Employee + 2, Employee + 3 or more) under either multi-year rate guarantees beginning January 1, 2027, or single-year rate guarantees for calendar year 2027 with optional subsequent proposals. Mandatory appendices include a questionnaire (Appendix A) addressing provider network adequacy, disruption analysis, GeoAccess analysis, claims administration, member services, and value-added benefits; detailed benefit comparison worksheets for each plan option (Appendices C through G); a DPPO fee and UCR schedule (Appendix H); and a price proposal (Appendix B) with proposer certifications regarding fair competition, financial stability, and non-discrimination compliance. Proposers must guarantee provider network adequacy with performance guarantees up to $50,000 per requirement and confirm willingness to contract with top 100 identified providers. The County currently does not contribute to dental premiums but reserves the right to elect contributions in the future. Proposers must also provide COBRA administration, retiree billing and administration for approximately 80 retirees, personalized ID cards at no additional cost, and aggregate monthly reporting on enrollment, premiums, claims, and capitation data for awarded DHMO contracts.
