About this opportunity

Essex County, New York is requesting sealed bids for multi-site culvert replacement at Tracy Road (two culverts) and Witherbee Road (one culvert) over Roe Pond Outlet in the Town of Moriah, with bids due July 30, 2026 at 2:00 p.m. at the Essex County Purchasing Office. The County has established M/WBE utilization goals of 7 percent for MBEs, 11 percent for WBEs, and 6 percent for Service-Disabled Veteran-Owned Businesses (SDVOBs); MBE, WBE, and SDVOB participation commitments or good faith effort documentation must be submitted with bids or by close of business August 3, 2026. Subcontractor and supplier tabulations are also due with bids or by August 3, 2026.

The scope encompasses complete removal and replacement of three culverts with associated roadway reconstruction, traffic control, and environmental management. Work conforms to NYSDOT LRFD Bridge Design Specifications with AASHTO HL-93 live load and 4,000 PSI concrete compressive strength. The contractor must maintain a minimum 10-foot travel lane width and ensure safe emergency-vehicle access. Environmental controls include mandatory stream diversion with sediment control basins, utility protection, UDIG notification at least three business days prior to excavation, and invasive species protocols. All disturbed unpaved areas require grading, fertilization, seeding, and mulching per NYSDOT specifications. The contractor must coordinate with Essex County and emergency services and provide resident notice 72 hours before construction and road closures.

The two Tracy Road culverts must be substantially completed by October 30, 2026 and ready for final payment by November 27, 2026. The Witherbee Road culvert must be substantially completed by July 30, 2027 and ready for final payment by August 27, 2027. Closure of Culvert 1 is limited to a maximum of 12 business days; all three culverts may be completed simultaneously. Precast materials are available for delivery in late August/early September 2026. The project uses two separate bid schedules (Share 1 for Culverts 1 & 2 and Share 2 for Culvert 3). Bidders must submit a 5 percent bid security and, if awarded, provide performance and payment bonds equal to 100 percent of the accepted bid price. No retainage is withheld. Prevailing wage rates under New York State Labor Law apply. Bids remain subject to acceptance for 45 days after opening. Essex County reserves the right to reject any or all bids and will award to the lowest qualified bidder.
