Addendum #1 Summary

This Addendum to the Multi-Site Culvert Replacement project is issued by Essex County, New York, on behalf of the Town of Moriah. The project involves the replacement of three culverts: two on Tracy Road over Roe Pond Outlet and one on Witherbee Road over Roe Pond Outlet. Sealed bids were due July 30, 2026, at 2:00 P.M. at the Essex County Purchasing Office. The Addendum introduces significant modifications to the original bid documents, including revised contract times, additional bid items, and clarifications regarding project scope and responsibilities. Key additions include work zone traffic control items (619.01, 619.04, 619.1711), cast-in-place concrete for structures (555.0021), and sheet-applied waterproofing membrane (595.50000018). Culvert 1 closure is limited to a maximum of 12 business days, and all three culverts may be completed simultaneously. Precast materials are available for delivery in late August/early September 2026.

The Addendum clarifies responsibility allocation between the County and Contractor, specifying that the Contractor is responsible for Type III barricades, concrete barriers, short-term closures, and installation of precast components, while the County provides detour signage, precast materials, and various structural components. Shop drawings are available upon request from the low bidder. Special specifications address PG binder requirements for asphalt pavement using polymer or terminal blend crumb rubber modified PG 64V-22 with specific elastomeric properties, and waterproofing membrane installation protocols for culvert joints with designated protective layers. The project is funded through New York State and includes fixed-price adjustment items for field changes, asphalt, fuel, and steel/iron. Two separate bid schedules (Share 1 for Culverts 1 & 2 and Share 2 for Culvert 3) are included with detailed line items for excavation, materials, structural work, and site restoration.

“Miscellaneous Details – 2 on MSD-02, Sheet 17. Cost to be included in Item 555.0021

CONCRETE FOR STRUCTURES, PERFORMANCE.

6. BIN Wall Clarification:

a. The BIN wall section A on ELD-03 is omitted. The County is providing precast cantilever wingwalls with footings under Item 562.03 to be installed and backfilled by the

Contractor. Closure pour is the responsibility of the Contractor.

7. WZP-02 and and WZP-03 :

a. Note 1 on both drawings; the word “Contractor” shall be replaced with “County”.

QUESTION AND ANSWER (Q & A):

8. Q: No contours are provided on the plan set. Can topography information be provided via updated plans showing contours, or an electronic file containing the same information.

A: Contours for bidding will not be provided. Low bidder may request electronic copies of the cadd files.

ADDENDUM TO PROJECT MULTI-SITE CULVERT REPLACEMENTS July 21, 2026

9. Q: Are any overhead lines being moved/deenergized/disconnected on the Culvert #3 site on

Witherbee Road? Out on site it looks like they lie directly over the proposed culvert site, not where they are drawn on the plan sheet 33.

A: Overhead lines are not anticipated to be moved or deenergized for the project. Contractor shall be aware of the location of the overhead lines and adhere to safety requirements as outlined in section 107-05 Health and Safety requirements of the project specifications.

10. Q: Can you send over the shop drawings for the culverts? Looking for pick weights and some more information on what is being cast-in-place onsite. The plans show pre-cast headwalls on each of the site's Typical Sections (i.e. Sheet 21). But, the Miscellaneous details sheet on Sheet 17 indicates

Concrete for Structures. If these are CIP, are they being incidental under each 603 box item?

A: Per special note in the Project Manual shop drawings are available upon request. The miscellaneous details sheet 17 if for precasters information with the exception that item 555.0021 cast in place headwall is required for culvert 2 inlet/upstream headwall. Inserts and railing anchorage will be provided by the County. The remaining installation of concrete reinforcement, form work, chamfers and cast in place concrete is the responsibility of the contractor.

11. Q: Also, culvert #3 has item 555.0011 Footing Concrete, Performance, but I do not see this on the plans. Is this for the downstream headwall mentioned on sheet 145 in the Scope of Work within the project manual? Should this say cutoff wall instead of headwall? Culvert 3 also has item 562.03

Wingwall with Footing on the bid sheet, but the plans mention 603.67000001 Precast Concrete

Wingwall. Is Culvert 3's wingwalls entirely precast?

A: Item 555.0011 Footing Concrete, Performance is intended for the concrete encasement of the existing sewer line at the outlet of Culvert 3, see DWG ST-3-2 and ST-3-4. Note all the wingwalls for culvert 3 are precast provided by the County and installed by the Contractor.

12. Q: Which sites have the BIN Wall that is mentioned on Sheet 14 of the plans

A: Culvert 1 and 2 have precast aprons provided by the County installed by the Contractor.

Culvert 3 have precast wingwalls and footing provided by the County installed by the Contractor under Item 562.03.

13. Q: When will materials be available for delivery?

A: Precast will be available for delivery in late August / early September of 2026.

14. Q: The plans show a traffic detour as part of this project, along with type 3 barricades. There are notes on WZP-01 and WZP-03 saying that “County shall provide the signage and installation for the detour routes”. However, sheets WZP-02 and 04 have a not saying “Contractor shall place confirmation signage…” . Please confirm who is responsible for installing and maintaining the detour and all other related MPT controls. If contractor is responsible for any traffic control, can an item be added (NYSDOT 619)? If barriers etc. are responsibility of contractor, please add these as well.

A: Type III Barricades, Concrete barriers, and any short-term closures at each Culvert is the responsibility of the Contractor. Any short-term closures shall be coordinated and approved by the

County. Detour signage and maintenance is the responsibility of the County.

SPECIAL NOTE

PG BINDER AND MIX DESIGN LEVEL

Requirements of this note apply to all Section 404 Asphalt Pavement items in this contract, except for shim, permeable base, temporary pavements, and miscellaneous, which may use non-modified PG binders such as PG 64S-22 and PG 64H-22.

PG BINDER

Use polymer or Terminal Blend Crumb Rubber modified PG 64V-22 (Very High) meeting the requirements of AASHTO M 332, Standard Specification for Performance Graded Asphalt Binder using Multiple Stress Creep Recovery (MSCR), for the production of asphalt mixtures for this project. In addition, the binder grade must also meet the elastomeric properties as indicated by one of the following equations for %R3.2:

1. For Jnr3.2 ≥ 0.1, %R3.2 >29.371 * Jnr3.2 -0.2633

2. For Jnr3.2 <0.1, %R3.2 > 55

Where:

R3.2 is % recovery at 3.2 kPa Jnr 3.2 is the average non-recoverable creep compliance at 3.2 kPa

When terminal blend CRM PG binder is used, the following shall apply:

• Crumb rubber particles shall be finer than #30 sieve size.

• The CRM PG binder shall be storage-stable and homogeneous.

• The Dynamic Shear Rheometer (DSR) shall be set at 2-mm gap.

• The CRM PG binder shall be 99% free of particles retained on the 600 µm sieve as tested in accordance with Section 5.4 of M 332.

Use of polyphosphoric acid (PPA) to modify the PG binder properties is prohibited for mixtures under this contract. This prohibition also applies to the use of PPA as a cross-linking agent for polymer modification.

MIX DESIGN

The mixture designs must be developed in accordance with the criteria specified in the asphalt pavement items that are appropriate for the Mixture Design Level of 50 Gyrations.

Note: The PG binder for this project will be modified with polymer or CRM additives to meet the requirements stated above. Handling of the asphalt mixture shall be discussed at pre-construction and pre-paving meetings.

ITEM 595.50000018 – SHEET-APPLIED WATERPROOFING MEMBRANE

DESCRIPTION

Furnish and install a manually or machine-applied sheet waterproofing membrane in accordance with the contract documents. Include all surface preparation.

MATERIALS

Use a sheet-applied waterproofing membrane meeting the requirements of §717-02.

CONSTRUCTION DETAILS

General - On new structural concrete, the provisions of §557-3.11, Curing, shall be met prior to membrane system placement. Work will not be done during wet-weather conditions. No work will be done when the concrete structural slab surface temperature is below 50°F, or ambient temperatures are below 50°F. The concrete structural slab shall be surface dry at the time of application of the membrane.

The Engineer will verify that atmospheric conditions are favorable for placement of the system based on the manufacturer’s recommendations.

Arrange for the membrane manufacturer to have a competent technical representative at the job site during all phases of preparation and installation.

Supply Material Safety Data Sheets (MSDS) and approved Material Detail Sheets prepared by the membrane manufacturer to the Engineer a minimum of two (2) weeks prior to the scheduled commencement of work. The Material Detail Sheets will contain all material requirements and installation information for each specific waterproofing membrane. The Material Detail Sheets will be accessible at the Department’s Approved List website for reference.

(Bridge Decks) – Begin work no less than (7) calendar days after placement of Portland cement concrete, Portland cement mortar, or epoxy mortar for structural concrete repair. The Engineer may waive the seven-day requirement if the areas of repair can sustain loads without damage or deformation. Subject to the concurrence of the Engineer, if an alternate concrete repair material is used, follow the manufacturer’s instructions for allowable loading.

(Culverts) - Fill the joints between precast culvert sections flush to the culvert slab and sidewall surfaces with a grout conforming to §701-08 Vertical and Overhead Patching Material. In areas where the joints do not line up evenly, taper the grout with a maximum slope of 2:1, from the high side of the joint to the low side, to provide a smooth transition from one unit to the next.

Place the waterproofing membrane over the joints of precast or cast-in-place units following the guidelines of Chapter 19 of the Highway Design Manual, or as indicated on the contract plans and

Material Detail Sheets.

1. On vertical surfaces, the waterproofing membrane will be covered with material conforming to

§705-07 Premoulded Resilient Joint Filler.

2. On horizontal surfaces.

Page 2 of 2 Rev. March, 2026

ITEM 595.50000018 – SHEET-APPLIED WATERPROOFING MEMBRANE

Membrane Protection (Culverts) – To protect the waterproofing membrane from punctures, the following procedures will be used:

a. If select granular fill is specified over the culvert, a 6 inch thick protective layer of concrete sand, meeting the requirements of §703-07 Concrete Sand, will be placed on the membrane.

Or

b. If asphalt pavement using aggregate larger than 3/8 inch is specified directly above the membrane, or if clearances don’t allow for 6 inches of concrete sand, a

1 inch thick (minimum) course of an asphalt pavement with a maximum nominal aggregate size of 3/8 inch will be placed on top of the membrane. The asphalt pavement will be thoroughly compacted with mechanical tampers.

METHOD OF MEASUREMENT

This work will be measured as the number of square feet of sheet-applied, waterproofing membrane satisfactorily installed (measured to the nearest 1 sq ft.). No separate measurement of the vertical faces of curbs, joints, concrete barriers, headers, scuppers, or for the inside surfaces of subdrainage outlets, shall be made. No deductions will be made for holes less than 1 square foot in area.

BASIS OF PAYMENT

The unit price bid per square foot for this item shall include the cost of furnishing all labor, materials, and equipment necessary to complete the work.

No additional payments will be made for any re-priming done in conformance with the requirements of the manufacturer’s detail sheets.
