About this opportunity

The City of Wichita is requesting proposals for a centralized, geospatially enabled commercial-off-the-shelf MS4 permit compliance management software to support municipal stormwater operations under RFP 260167, with sealed proposals due electronically by 10:00 a.m. Central Time on August 14, 2026, and a questions deadline of July 6, 2026.

The software must manage all six Minimum Control Measures under the City's KDHE MS4 NPDES Permit (No. M-AR94-S001, effective through December 31, 2028): public education and outreach, public participation, illicit discharge detection and elimination, construction site stormwater runoff control, post-construction stormwater management, and pollution prevention for municipal operations. The system must also implement a Total Maximum Daily Load pollutant reduction program and industrial stormwater discharge management. The compliance framework requires 175 functional and technical requirements across 13 sections, with 71 mandatory items, 68 important items, and 36 optional items. Vendors must classify each capability as Native, Config, Custom, 3rd Party, Future, or None, with mandatory items requiring Native or Config responses or credible mitigation strategies to avoid disqualification. Critical mandatory features include bidirectional GIS integration, mobile inspections with GPS and photo capture, offline field data capture, real-time synchronization, audit logging, role-based access control, and KDHE-formatted reporting. The system must integrate with the City's existing ESRI ArcGIS enterprise platform and CentralSquare EAM work order management system and support approximately 170 square miles of MS4 area, 6,000 outfalls, 55,000 storm structures, 150 to 900 BMPs, and 50 to 75 concurrent users.

Proposers must demonstrate prior experience with at least three successful municipal MS4 implementations within the past five years. The City will consider either SaaS-hosted or self-hosted solutions and requires fixed-price proposals with one-time and recurring costs itemized by category. Implementation must achieve operational MS4 management workflows within the current calendar year and full deployment within 3 to 6 months. Top-ranked proposers advance to a live 2.5-hour demonstration round. The evaluation criteria weight functional and technical requirements at 25 percent, proposer experience at 15 percent, costs at 10 percent, hardware and software requirements at 10 percent, customer support at 10 percent, minimum qualifications at 10 percent, Small & Emerging Business Enterprise participation at 10 percent, training and documentation at 5 percent, and a checklist at 5 percent. City Council approval is anticipated in October 2026.
