About this file

This document is a Vendor Compliance Checklist for the City of Wichita's MS4 NPDES Permit Compliance Management Software RFP, based on KDHE MS4 NPDES Permit No. M-AR94-S001 (effective February 1, 2024, through December 31, 2028). The City of Wichita, Kansas, is procuring a centralized, geospatially enabled commercial-off-the-shelf (COTS) software platform to manage stormwater compliance activities for the Public Works & Utilities Department. Vendors must respond to 175 functional and technical requirements organized across 13 sections: cross-cutting platform features (30 requirements), GIS integration (4 requirements), SMP general requirements (8), standard permit conditions (12), surface water monitoring (7), industrial stormwater discharge (8), annual reporting (13), and six appendices covering public education, public involvement, illicit discharge detection, construction site controls, post-construction management, pollution prevention, and TMDL best management practices. The checklist requires vendors to classify each capability as Native, Config, Custom, 3rd Party, Future, or None, with mandatory items requiring Native or Config responses or credible mitigation strategies to avoid disqualification. Mandatory requirements total 71 items; Important items total 68; Optional items total 36.

Vendors must complete the checklist by indicating pre-built/pre-configured solution status, providing a brief explanation (1–3 sentences), and citing proposal page references for supporting details. The compliance framework emphasizes mobile field data capture with offline functionality, real-time GIS integration with Esri ArcGIS Online/Enterprise, audit logging, role-based access control, automated notifications, and KDHE-formatted reporting capabilities. Critical mandatory features include bidirectional GIS integration, mobile inspections with GPS and photo capture, storm-event sampling workflows, industrial facility registry management, and annual reporting compilation. Scoring assigns full credit to Native and Config responses on Mandatory items, partial credit to Custom and 3rd Party, minimal credit to Future, and no credit to None. Both the original .xlsx file and a PDF print of the completed Compliance Checklist tab must be submitted as Appendix A to the proposal. The vendor response summary auto-computes the percentage of Mandatory items answered with Native or Config responses and calculates a weighted score index across all sections.

Attachent B: KDHE MS4 NPDES Permit M-AR94-S001 — Vendor Compliance Checklist
RFP Appendix — Required Vendor Response
PurposeThis checklist is the vendor's required response to the City's compliance and feature requirements drawn from KDHE MS4 NPDES Permit No. M-AR94-S001 (City of Wichita, KS, effective 2024-02-01 through 2028-12-31), supplemented with cross-cutting platform requirements. Each row asks the vendor to indicate (a) the level of pre-built / pre-configured support, (b) a brief explanation, and (c) where to find supporting detail in the proposal.
How to respondOpen the 'Compliance Checklist' tab. For each row, populate three columns: 'Pre-Built/Pre-Configured Solution' (one of the labels Native / Config / Custom / 3rd Party / Future / None — see definitions below), 'Vendor Explanation / Comments' (1-3 sentences), and 'Proposal Page or Section Reference' (e.g., 'p. 14, Section 3.2'). Do not modify the Req ID, Section, Requirement / Feature, or Required columns; the City uses these for scoring.
Mandatory itemsAll rows tagged 'Mandatory' in the Required column must receive a Native or Config response, OR an explicit acceptable mitigation (e.g., a third-party integration that the vendor will manage) explained in the Comments column. Failure to provide a credible response on Mandatory items may disqualify the proposal.
Scoring weightMandatory: pass/fail, with partial credit on the strength of the mitigation. Important: full credit for Native or Config, partial for Custom or 3rd Party, nominal for Future, no credit for None. Optional: nominal credit; not used to disqualify.
Permit BMP tiersFor the BMP-level rows in Appendices A-G the Required tier is set from the KDHE permit's own classification: Required permit tasks (lettered: a, b, c, ...) are tier Mandatory; BMPs the City of Wichita has Selected to count toward the annual point minimum are tier Important; BMPs that are Available in the permit but not currently Selected are tier Optional. Cross-cutting platform features and Parts I-V rows use the same Mandatory / Important / Optional tiers based on the City's RFP priorities.
SubmissionSubmit this completed checklist as Appendix A to the proposal. Both the original .xlsx and a PDF print of the completed Compliance Checklist tab must be included.
Required (Required column response codes)
TermDefinition
MandatoryMust be supported. Failure to provide a Native or Config response (without an acceptable mitigation in the Comments column) may disqualify the proposal.
ImportantSignificant scoring weight. Native and Config responses earn full credit; Custom and 3rd Party earn partial credit; Future earns nominal credit; None earns no credit.
OptionalNominal scoring credit. Provided for full transparency on the platform's capability surface; not used to disqualify.
Pre-Built / Pre-Configured Solution (vendor response labels)
TermDefinition
NativeFully prebuilt / out-of-the-box. Available immediately upon platform deployment with no configuration or development required.
ConfigConfigurable. Capability exists in the product but must be configured (forms, rules, dashboards, reports, attribute domains) before users can enter data. No custom code required. Vendor must describe the configuration scope and any one-time setup cost.
CustomCustom Development. Capability does NOT exist in the standard product. Vendor will deliver via custom code or scripted development as part of this engagement. Vendor must identify the development effort and price in the proposal.
3rd PartyThird-Party Integration. Capability is delivered through integration with another vendor's product (e.g., Esri, Microsoft, an LMS etc). Vendor must name the third-party product, describe the integration, and disclose any pass-through licensing costs.
FutureRoadmap / Future Release. Capability is not currently available but is committed for delivery within 12 months. Vendor must provide a target release date and describe any contractual commitment to deliver.
NoneNot Available. Capability is not provided and not on the roadmap. Vendor confirms inability to support this requirement.
Citation traceabilityEach Req ID prefix corresponds to a permit / SMP section: CC (cross-cutting), SMP (SMP general), SPC (Standard Permit Conditions), PII / PIII / PIV (Parts II / III / IV), AppA-AppG (Appendices A-G with embedded permit BMP IDs such as P Ed&O-01, IDD&E-c, CSSRC-01).
SourceAll requirement language is paraphrased from KDHE MS4 NPDES Permit No. M-AR94-S001 (Effective February 1, 2024; Expires December 31, 2028; Federal No. KS0091049). Vendors should consult the original permit for authoritative language; in any conflict, the permit governs.
QuestionsDirect any questions about this checklist or scoring to the City's RFP point of contact identified in the main RFP document.
