About this opportunity
The State of Rhode Island Division of Purchases is establishing a qualified vendor list through MPA 481, an Open Enrollment Vendor Assessment (OEV) solicitation for hydraulic components and winter equipment services. This Master Price Agreement is available to state agencies, municipalities, institutions of higher education, quasi-governmental organizations, and the Legislative and Judicial branches of Rhode Island government. The procurement seeks qualified firms to provide equipment parts, preventative maintenance, general maintenance, inspection, and repair services for hydraulic components and winter equipment utilized on dump trucks and similar vehicles from manufacturers including Mack, International, Freightliner, and Volvo. Deliverables include inspection and maintenance labor, overtime labor for emergency repairs during storm events, road service labor with up to two hours travel time, line boring labor, hydraulic oil meeting applicable manufacturer standards, and discount rates on OEM and non-OEM parts. Vendors must submit completed Vendor Assessment Forms with hourly labor rates for standard work (8:00 AM to 5:00 PM, Monday through Friday) and overtime work (time-and-one-half rates for all other hours), per-gallon pricing for hydraulic oil, and percentage discounts for parts categories. All maintenance and repair services carry a ninety-day warranty, and OEM parts must be used during the vehicle manufacturer's warranty period. The solicitation opened on March 28, 2026 at 5:00 PM EDT and closes on September 30, 2026 at 5:00 PM EDT; vendors may submit proposals at any time during this open enrollment period, with proposals submitted after the initial closing date reviewed at the State's convenience. The State anticipates multiple awards, and service appointments must not exceed five business days following work requests.
Incumbent vendors already on the MPA 481 contract are explicitly prohibited from rebidding during this open enrollment period to encourage new vendor participation. Vendors must comply with MBE utilization requirements by submitting an MBE Participation Acknowledgment Form and maintaining general liability insurance of $1,000,000 per occurrence, workers' compensation coverage of $100,000, and automobile liability insurance of $1,000,000. All awarded vendors are subject to a 0.33% contract administrative fee established by the Rhode Island General Assembly, which will be collected through withholding at invoice payment. Vendors must possess all required licenses and comply with applicable regulations, industry standards, and best practices in accordance with manufacturer specifications. Proposals must be submitted electronically through Ocean State Procures; submissions by mail, email, fax, or hand delivery will not be accepted. No specific budget ranges or award values are provided in the solicitation documents; pricing will be determined on a project-by-project basis through mini-bids issued to qualified vendors when agencies have specific work requirements, with preference given to lowest-cost providers. The contract term spans three years from October 1, 2022 through September 30, 2025, with quarterly open enrollment reviews conducted every 90 days.
