About this opportunity

The State of Rhode Island Division of Purchases is requesting quotations for snow clearing services under Master Price Agreement 159 at multiple state-owned locations, with proposals due October 20, 2026 at 10:00 AM EDT and a vendor question-and-answer period closing October 5, 2026. Vendors must comply with Rhode Island Minority Business Enterprise participation requirements and submit a completed MBE Participation Acknowledgment Form with their proposal.

The scope encompasses snow plowing, sidewalk clearing, sanding, salting, and calcium chloride application services across 32 geographic groups including facilities operated by the Attorney General's Office, Community College of Rhode Island, Department of Administration and Management, Department of Children Youth and Families, Department of Corrections, Rhode Island School for the Deaf, State Police barracks, Pastore Center, behavioral health group homes, and Rhode Island College. Services operate on 24/7 availability with most locations requiring completion by 7:00 AM; vendors are not required to bid all groups but must bid all line items within any selected group. Pricing is structured by snow depth intervals (typically 2–12 inches, 12.1–24 inches, and over 24 inches) and verified snowfall accumulation measured by WeatherWorks and Rhode Island Department of Transportation certified reports. Vendors must secure equipment storage within specified distances of facilities and maintain 24-hour communication availability. A minimum of five years of snow removal and de-icing experience is required for most locations. Vendors must submit a completed Vendor Contact and Equipment Listing Form (Attachment C) with all equipment details verified against Rhode Island Department of Motor Vehicles records; all vehicles must be currently inspected and remain in current inspection status throughout the contract term.

The initial contract period runs November 1, 2026 through June 30, 2027, with two additional one-year renewal options beginning July 1, 2027 and July 1, 2028. The State will impose a 0.33% contract administrative fee on the total annual contract value. Overtime rates (at least 1.5 times regular hourly rates) apply to all hours outside Monday–Friday 8:00 AM–5:00 PM. Vendors must carry liability insurance with combined single limits of $1,000,000 per occurrence, workers compensation coverage at $100,000 per accident and disease, and automobile liability insurance at $1,000,000 per occurrence plus a snow plowing rider. Vendors selected for award will be pre-qualified under the MPA and may be contacted by other authorized organizations for pricing at additional locations not included in this bid. All submissions must be made electronically through Ocean State Procures; late, mailed, faxed, or emailed submissions will not be accepted.
