About this file
This is a Scope of Work document for MPA 159 Snow Clearing Services, a statewide contract opportunity administered by the State of Rhode Island covering snow removal and de-icing services at multiple state-owned facilities. The solicitation is organized into 32 groups (Groups A through ZF), each representing distinct locations or geographic zones, including facilities managed by the Attorney General's Office, Community College of Rhode Island, Department of Administration and Management (DCAMM), Department of Children, Youth and Families, Department of Corrections, Rhode Island School for the Deaf, Rhode Island State Police barracks, Pastore Center, behavioral health group homes, and Rhode Island College. Services include snow plowing, sidewalk clearing, sanding and salting operations, snow relocation, and snow removal to off-site locations. The contract term is three fiscal years (FY27, FY29, and FY29), with vendors able to bid different prices for each year. Most locations require services by specific times (typically 7:00 AM) and maintain 24/7 operational requirements. Vendors must provide staking allowances prior to December 1st and are responsible for all damage repairs by May 1st. The document specifies that vendors are not required to bid all groups but must bid all line items within any group they select, and vendors selected for award will be pre-qualified for potential future agency agreements under the MPA.
Pricing is based on verifiable snowfall accumulation measured by WeatherWorks and Rhode Island Department of Transportation certified reports, with payment structured by snow depth intervals (typically 2-12 inches, 12.1-24 inches, and over 24 inches) and subject to invoice submission within 5-10 calendar days of service completion. De-icing material applications (sanding, salting, and calcium chloride) are evaluated separately and may be automatic or request-only depending on the location. The State reserves the right to accept or reject any proposals and award in whole or in part, and to cancel purchase orders for convenience. Contractors must maintain 24-hour/7-day communication availability, secure equipment storage within specified distances of facilities, and provide equipment lists and manpower details on Attachment C. A minimum of five years of snow removal and de-icing experience is required for most locations. Quantities listed are estimates for bidding purposes only, and vendors are advised that late invoices will not be paid and that inconsistent pricing across fiscal years may result in non-responsible bidder determinations.

General Information and Requirements Applicable to All Groups
Definitions
• Sidewalk Clearing - Clearing of snow from the entire sidewalk, to include all handicap access and crosswalks, to allow for the safe passage of pedestrian traffic.
• Plowing – Clearing of snow from the designated areas (to include but not limited to parking lots, road ways, access points, etc.) to allow for safe passage of vehicular and pedestrian traffic.
• Removal – Taking snow from the location which is being plowed to an off-site location for storage of snow (either agency or vendor provided, as further defined by the agency.) Removal does not include relocation.
Snow removal, unless otherwise specified for a particular group, is by request only.
• Relocation – Moving snow to an on-site or other centralized location as required by an agency. Snow relocation, unless otherwise specified for a particular group, is by request only.
• Event – A 12-hour period of snowfall starting with the Initial Vendor Response. To include any break(s) or long pauses(s) in between storm bands. Only snowfall precipitation beyond the 12th hour will be considered a second event.
o Initial Vendor Response shall mean the first time the vendor provides services in response to the snow event. Vendors are responsible for documenting the time of first response in writing by emailing the agency contact upon arrival. If there is a dispute about whether a vendor has provided services past the initial twelve-hour window, it is the vendor’s burden to prove the time of the Initial Vendor Response.
o Example: 12:00AM Vendor arrives at location and emails agency contact, “I have arrived for Initial Vendor Response.” Vendor may NOT bill for a new snow event until 12:01PM.
Notifications to Bidders
• Vendors should carefully review increments for all locations.
• Quantities are estimates only, strictly for bidding purposes.
• Lines that will not be included in the evaluation have an item description of "For informational purposes only
- not evaluated". Evaluation will be based on pricing of guaranteed services. However, note that those line items listed as “for informational purposes only – not evaluated” may be utilized to determine if the price bid exceeds industry standards. If the State determines that the price bid exceeds industry standards, the State reserves the right to utilize the numerically low bidder’s "for informational purposes only – not evaluated”
September 22, 2026 Page 4 of 109 line items and negotiate pricing mutually agreed upon by the State and vendor if deemed pricing submitted exceeds standards.
• **The State, at is sole discretion, shall reserve the right to accept or reject any or all proposals, and to make an award in its best interest, in whole or in part.
• Sanding/salting and calcium chloride applications will be considered in the evaluation.
• Sub-contractors may be utilized in accordance with RI Purchasing Regulations and Rhode Island General Conditions of Purchase. Note it is the sole responsibility of the bidder to ensure any sub-contractors utilized meet the requirements, standards, and specifications of this bid. Any sub-contractors utilized by the vendor must also submit an insurance plow rider prior to purchase order award to vendor, which also must be maintained throughout the term of the contract. If vendor has not submitted the sub-contractor's insurance plow rider prior to issuance of purchase order, any invoices submitted for work performed by the sub-contractor will not be paid by the state.
• Awarded vendor(s) will need to clarify access requirements with agencies prior to the start date of the contract(s). If a vendor bids on a location and has not submitted a clarifying question during the designated Q&A period, the vendor certifies that they understand the requirement and is bound to the agency’s interpretation of the requirement.
• Questions pertaining to specific locations must have the group identifier and, if applicable, relevant line item clearly defined within the question. Questions pertaining to the overall bid must be labelled “General”. The State reserves the right to disregard any questions which are not appropriately labeled.
• Allowances have been specified in the specifications of each location for the staking of properties. The allowances will be included in the awarded vendor(s) PO(s). Do not carry this pricing in your bid. This item will be paid regardless of the weather.
o Vendors must stake all areas prior to December 1st, replace any stakes damaged/removed during the season, and to remove at the end of the season. (final payments subject to withholding if stakes not removed at end of year). If the vendor has not staked the property by December 1st, the purchase order will be cancelled and awarded to the next lowest bidder.
o Stakes are to be provided by the vendor
• Vendors may bid different prices for each year the bid is active (i.e. FY27, FY28, and FY29) as identified on the bid form.
• Vendors are not required to bid all groups. However, vendors bidding a group must bid all lines within the group. Failure to do so may result in bid being deemed non-responsive for that location.
September 22, 2026 Page 5 of 109
• Vendors are advised that if tentatively selected, withdrawal of specific groups may not be requested.
Vendors must hold pricing as bid for all groups bid. If withdrawal of individual groups is requested by the apparent low vendor, the State reserves the right to remove the requesting vendor from consideration for the entire bid. Vendors are further advised that requests for withdrawal from individual groups may result in vendor suspension or debarment, as allowed by 220-RICR-30-00-14 VENDOR SUSPENSION AND DEBARMENT.
• For the purposes of this bid, hourly rate lines will not be used in the evaluation process. Bidders who are not consistent in their bid pricing will be deemed not responsible.
For example: Bidder bids $500 per event for this line: FY 27 SNOW PLOWING/SAND/NG PER EVENT AS PER
ATTACHED SPECIFICATIONS UP TO 12"
Then bids $750 per event for this line: FY 28 SNOW PLOWING/SANDING PER EVENT AS PER ATTACHED
SPECIFICATIONS 12.1" TO 24"
Then bids $250 per event for this line: FY 29 SNOW PLOWING/SANDING PER EVENT AS PER ATTACHED
SPECIFICATIONS OVER 24.1"
That bidder will be deemed not responsible.
• Vendors selected for award of any group(s) listed under this solicitation shall also be listed as a “pre-qualified” vendor under MPA 159. Authorized entities may contact pre-qualified vendors under the MPA for pricing in a similar manner as this solicitation. Agencies may then issue “agency service agreements” to the low bidder, for a term not to exceed the MPA. The resulting MPA User Guide will detail further requirements of the agency.
• The State reserves the right to cancel any purchase order for convenience and move on to the next lowest, responsive, bidder.
Required Documents Vendors are to provide with their bid responses the following documents:
• Attachment A Acknowledgement of Invoicing Delays
• Attachment B Acknowledgement of Location Inspection o A separate Attachment B must be provided for each location which is being bid by the vendor.
• Attachment C Vendor Contact and Equipment Listing o A separate Attachment C must be provided for each location which is being bid by the vendor.

Billing and Verification Requirements
• All agencies and vendors will be required to verify event totals for their location using WeatherWorks™ and the Rhode Island Department of Transportation. No other verification of a weather event will be used.
• By Request/Request Only/Non-Automatic Services: Any invoice submitted for “by request” services (i.e. any service that is not automatic) MUST be accompanied by an email (not a text, phone record, etc.) from the agency responsible, confirming that the service had been requested prior to the service. Any invoice received without such documentation WILL NOT be paid.
• Vendor must submit each invoice to agency within 5 calendar days after an event and must indicate date of service and snowfall accumulation on invoice for agency verification. It is imperative that this procedure be followed. Any differences that arise between vendor invoices and agency information can be resolved more easily when invoices are sent on a timely basis. No exceptions. Late invoices will not be paid.
The State reserves the right to cancel for convenience pursuant to 220-RICR-30-00-13.
