About this opportunity
Pinellas County School District is requesting sealed electronic bids for motor vehicle batteries for four bus compounds located in Largo, Tarpon, Clearwater, and St. Petersburg, Florida, with bids due August 19, 2026 at 3:00 p.m. A five percent preference applies to Florida businesses if the lowest bid is from an out-of-state supplier whose state does not grant equivalent preferences.
The District seeks twelve specified battery types with varying BCI group sizes and annual usage quantities ranging from 10 to 521 units. Bidders must submit on all items listed on an all-or-none basis; partial bids will be rejected as non-responsive. The awardee must conduct weekly visits to all four compounds, maintain stock rotation at no charge, position batteries on racks, sustain at least one factory-authorized Florida service station for warranty repairs, and dispose of discarded batteries. Warranty terms must accompany the bid with defective parts replaced at no cost to the District.
The estimated annual contract value is approximately $65,000, though actual purchases may vary. Pricing must include all delivery charges and state-mandated fees and remain firm throughout the initial contract term. The contract period runs October 13, 2026 through October 12, 2027, with two optional one-year renewals by mutual consent. The District retains the unilateral right to extend the contract for up to three additional thirty-day periods. Price escalation at renewal is permitted only up to the prior year's Consumer Price Index for All Urban Consumers percentage change, with sixty days' written notice required.
Bidders must meet Jessica Lunsford Act background screening, E-Verify employment verification, and insurance requirements including general liability ($1,000,000 per occurrence / $2,000,000 general aggregate for contracts under $500,000), automotive liability ($300,000 combined single limit), and workers' compensation at Florida statutory limits. Bidders must submit non-collusion, public entity crimes, drug-free workplace, and human trafficking attestations.
Bids are submitted electronically through the District's OpenGov Procurement portal at https://procurement.opengov.com/portal/PCSB. Registered suppliers receive automatic notification of addenda and posted question answers. The District will consider prices from Florida Department of Management Services existing contracts.
