About this opportunity

The State of Missouri Office of Administration, Information Technology Services Division, is soliciting bids for a cloud-based Motor Pool Management System under IFB OA ITSD 0000000030SL with an amended due date of August 26, 2026 at 2:00 p.m. Central Time via electronic submission through MissouriBUYS.

The solution must be a Software-as-a-Service platform supporting up to 5,500 licenses and managing up to 120 vehicles across three initial state fleet locations, with provisions for future expansion. Core functionality includes automated reservation control, keyless entry or key kiosk management, real-time dashboards, comprehensive reporting, multi-location management with distinct controls and rate structures, and integration with state Human Resources, Department of Revenue, and financial systems. Single sign-on and multi-level access management are required.

Contractors must meet minimum experience requirements of five years in fleet management and two years in direct motor pool experience, with preference for state or government experience managing large-quantity motor pools. The solution must comply with NIST 800-53 or ISO 27001 cybersecurity standards, maintain 99.5% monthly service availability under an SLA that provides termination rights if availability falls below that threshold, encrypt data at rest using AES-256 minimum and in transit using TLS 1.3 minimum, and host all data exclusively within the United States. Contractors must maintain cybersecurity insurance coverage of at least $5,000,000 per occurrence and $5,000,000 aggregate, provide 24/7 emergency support availability, and ensure all management and support functions are performed by U.S. citizens physically located within the continental United States. Comprehensive support Monday through Friday, 7:00 a.m. to 7:00 p.m. Eastern Standard Time with an eight-hour response time and on-site and web-based training for up to eight state representatives are required.

The contract period is one year from award with two optional one-year renewal periods. Pricing must be firm and fixed with no additional costs for taxes, shipping, or other expenses. The incumbent operates under contract CT230728001. Procurement officer Tiffanie Meyer may be reached at (573) 522-2032 or tiffanie.meyer@oa.mo.gov. Vendors must achieve "Approved" registration status in MissouriBUYS and "Spend Authorized" status in MOVERS to be considered for award.
