About this opportunity

The State of Missouri Office of Administration Information Technology Services Division is requesting bids for a cloud-based Motor Pool Management System under IFB OA ITSD 0000000029SL, with bids due August 19, 2026 at 2:00 p.m. Central Time. Bidders must demonstrate a minimum five years of fleet management experience with at least two years of direct motor pool experience, preferably with state or government entities managing large-quantity motor pools — a significant capability filter.

The solution must be an out-of-the-box SaaS platform capable of managing up to 120 vehicles initially with expansion capability, featuring automated reservation controls, keyless entry or key kiosk dispatch, and vehicle utilization reporting. The system must integrate with state Human Resources, Department of Revenue driver license verification, and the state financial system. The state is responsible for hardware installation and connectivity; the vendor must provide hosting, software maintenance, technical support, training for up to eight Fleet representatives, and 24/7 emergency support.

All state data must be stored exclusively within the United States with no offshore access or data processing. The contractor must comply with NIST 800-53 or ISO 27001 cybersecurity standards, maintain a 99.5% monthly service availability SLA, provide backup and disaster recovery capabilities, and obtain cybersecurity insurance with minimum limits of $5 million per occurrence. The contractor must pass background checks, maintain E-Verify enrollment, and register as a business entity in good standing with the Missouri Secretary of State.

The contract term is one year from award with two optional one-year renewal periods. Pricing must be firm and fixed on Exhibit C with no additional costs for taxes, shipping, or ancillary charges. A current contract exists under number CT230728001 for the same services. Vendors must be registered in MissouriBUYS in "Prospective" or "Spend Authorized" status to submit and achieve "Approved" status to be eligible for award. The procurement officer is Steve Autrey at (573) 522-2656 or steve.autrey@oa.mo.gov.
