About this opportunity
The Florida Department of Transportation, Office of Strategic Development, is requesting information from prospective vendors regarding software development for a Modal Capital Improvement Program management system, with responses due October 9, 2026 at 5:00 p.m. EST. This is an RFI for informational purposes only and does not constitute a binding procurement; however, respondents remain eligible for any subsequent competitive solicitation that FDOT may issue based on information gathered.
The requested system must be cloud-hosted, user-owned software (not subscription-based) that manages the complete grant lifecycle from pre-award through post-award compliance and project closeout. It must support hundreds of organizations and thousands of individual users, integrate with the FDOT Work Program, Florida Planning Accounting & Ledger Management (PALM), Microsoft Project Suite, and DocuSign, and provide API integration capabilities with customizable workflows. The system must meet WCAG 2.1 AA accessibility standards, include comprehensive data redundancy, and comply with cybersecurity requirements.
Vendors must demonstrate prior experience developing customized capital improvement and asset management software. Responses should include organizational summaries, descriptions of similar systems previously developed with timelines and costs, maintenance requirements, and client references.
All RFI responses are subject to public disclosure under Florida Statutes Chapter 119. Vendors may submit materials claimed as confidential in a separate bound document with appropriate statutory exemption citations. FDOT may invite responding vendors to discuss their submissions in detail. Responses should be submitted via email to Tieng Renner at tieng.renner@dot.state.fl.us. Advertisement of any subsequent competitive solicitation will be posted on the Florida Vendor Informational Portal.
