About this file

This is a Request for Information (RFI) issued by the Florida Department of Transportation (FDOT), Office of Strategic Development, seeking vendor information regarding software development for a Modal Capital Improvement Program (CIP) management system. FDOT is requesting prospective vendors provide details about their capabilities to develop customized capital improvement and grant management software. The requested information must be received by 5:00 pm EST on Friday, October 9, 2026, and should be submitted via email to Tieng Renner at tieng.renner@dot.state.fl.us. This is an informational inquiry only and does not constitute a formal procurement or binding contract offer. FDOT indicates that a subsequent competitive solicitation may result from this RFI, with advertisements posted on the Florida Vendor Information Portal.

The requested software system must support cloud-hosted environments with comprehensive data redundancy, cybersecurity compliance, and WCAG 2.1 AA accessibility standards. The system should function as user-owned software rather than subscription-based and integrate with existing platforms including the FDOT Work Program, Florida Planning Accounting & Ledger Management (PALM), Microsoft Project Suite, and DocuSign. Vendors must demonstrate experience with customized capital improvement software development, asset management tracking, API integration capabilities, and customizable workflows. The system must support hundreds of organizations and thousands of individual users while managing the complete grant lifecycle from pre-award through post-award compliance and project closeout. Responses must include organizational experience summaries, descriptions of similar software systems previously developed with timelines and costs, maintenance requirements, and client references. All RFI responses are subject to public disclosure under Florida Statutes Chapter 119, though vendors may submit materials claimed as confidential in a separate bound document with appropriate statutory exemption citations. Respondents to this RFI will remain eligible for any subsequent contract opportunity.
