About this opportunity
The City of Portland, Oregon is requesting proposals for mobile surveillance units to deploy across city-owned properties, with proposals due January 31, 2025 at 4:00 p.m. Pacific Time. The City intends to award one price agreement with an initial five-year term and an optional five-year renewal for a maximum of ten years. LiveView Technologies, Inc. (American Fork, Utah) has been identified as the highest-scoring proposer and the City has issued a Notice of Intent to Negotiate and Award.
The scope requires solar-powered mobile units with mast-mounted cameras offering 70–120 degree horizontal field of view, optical and thermal imaging, human/animal/vehicle detection, two-way communication, and strobe lights. Units must achieve 99% or better uptime and deploy within two weeks of task order receipt. The system must integrate with the City's Genetec security solution via API for video streaming and alert notifications. All units must be vendor-hosted cloud-based software compatible with major browsers, provide 24/7 monitoring with automated security event notifications via email or SMS, maintain minimum 15-day video retention, enable remote device management, and deliver data analytics through web and mobile platforms. Deliverable vehicles must comply with 2007 model-year diesel engines or newer with retrofit devices; proposers must be EPA SmartWay Program participants. Photovoltaic modules must be EPEAT registered at bronze level or higher. The vendor is responsible for all maintenance, refueling, setup, and relocation services; ethanol is the only acceptable alternative fuel.
Phase 1 evaluation allocates 25 points for functional and technical requirements, 30 points for proposer capabilities, 10 points for project approach, 15 points for pricing, 6 points for references, and 20 points for corporate responsibility (including 8 points for COBID subcontracting, 3 points for workforce diversity, and 5 points for sustainable business practices). Shortlisted proposers advance to Phase 2 interviews, demonstrations, or presentations worth up to 100 additional points. Questions were due January 24, 2025. The sample contract establishes a not-to-exceed price structure with payment net thirty days from invoice receipt, requires comprehensive insurance including $2 million commercial general liability per occurrence, and provides one year of free maintenance from final acceptance. Proposals are limited to 12 pages and must be submitted electronically through BuySpeed.
