About this file

This is Addendum No. 1 to RFP No. 00002425 issued by the City of Portland, Oregon's Procurement Services division for Mobile Surveillance Units. The addendum addresses inquiries received from potential respondents regarding specifications for a comprehensive mobile security technology system intended to enhance security across City-owned properties by deterring theft and vandalism, mitigating criminal activity in remote locations, and ensuring staff and equipment safety through continuous monitoring. The City successfully piloted LiveView Mobile Security Technologies trailers as the preferred "plug and play" platform. All requested units are expected to be deployed within a two-week timeframe following contract award. Proposals are due January 31, 2025, by 4:00 p.m. Pacific Time. The contract will be for leasing only, with units to be returned to the vendor or subject to contract extension or renewal at the conclusion of the lease term.

Integration with the City's Genetec security solution is required, with video streaming and alert notifications to be facilitated through an API; however, onboard health and welfare data integration is not necessary. Ethanol is the only acceptable alternative fuel, and all maintenance and refueling will be the vendor's responsibility. The vendor must set up each unit upon initial delivery to ensure proper functioning and should offer relocation services upon client request. No backup fuel level maintenance is required of the City. Respondents should direct all questions and concerns to Mark Ariza, Procurement Analyst, at 503-823-1885.

ADDENDUM NO. 1

RFP No. 00002425

FOR

Mobile Surveillance Units

Bids or Proposals Due: January 31, 2025 By: 4:00 p.m. Pacific Time

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall respond to inquiries received.

1. Question: What are the systems you piloted and had success with?

Response: We successfully completed the pilot of the LiveView Mobile Security Technologies trailers. While we evaluated other options, they did not meet the criteria of being a true "plug and play" platform.

2. Question: What is the delivery timeline for all the units you are expecting to deploy?

For example, are you looking for all units in XX weeks, or a subset of units in XX weeks with the remainder implemented over the course of XX weeks?

Response: We are aiming for the deployment of all requested units to be completed within a two-week timeframe.

3. Question: Provide more details regarding the seamless integration with Genetech.

What information is to be integrated? For example, are you looking for video feeds to go into Genetec, or fully control the surveillance cameras from within Genetec? Are you looking for non-video data (Solar, Connectivity, Power, etc) to integrate?

Response: To ensure effective integration with GENTEC, the technology must be capable of interfacing and communicating with our GENTEC security solution. Video

Sylvester Donelson, Jr. Sara Morrissey Michael Jordan Chief Procurement Officer Deputy City Administrator Chief Administrative Officer https://twitter.com/PortlandGov https://www.instagram.com/PortlandGov/ https://www.facebook.com/PortlandORGov streaming and alert notifications from the mobile security technologies should be facilitated through an API. Additionally, the onboard health and welfare of these mobile security technologies do not need to be integrated into our GENTEC security solution.

4. Question: Which specific alternative fuels are acceptable?

Response: Ethanol.

5. Question: Do we need to maintain backup fuel levels?

Response: All maintenance, including refueling, when necessary, will be the responsibility of the vendor supplying the units.

6. Question: Is the selected vendor expected to relocate equipment upon demand or just initially deliver (and set up) each unit at a specified site?

Response: Upon initial delivery, the vendor will set up each unit to ensure that the supplied unit(s) are functioning as intended. The vendor should also offer the option to relocate the units should the client request this service.

7. Question: If a lease option is selected, is the City expected to gain ownership at the end of the lease term, or return the equipment/have it removed? Please specify if you are looking for both options as part of the initial response.

Response: Leasing only to the length of the contract. Units will be either returned to the vendor or the contract will be extended/renewed.

Please direct all questions and concerns to Mark Ariza, Procurement Analyst at 503-823- 1885.
