About this opportunity
The Florida Department of Revenue (FDOR) is issuing an Invitation to Bid (ITB) for mobile on-site shredding services to be provided across Leon County and all Florida counties where the FDOR maintains office locations. The procurement seeks to establish one or multiple term contracts by county for secure document destruction services designed to protect confidential taxpayer and client information in compliance with IRS Publication 1075 standards. The FDOR is requesting two service options: Scheduled Mobile On-Site Shredding Services, whereby locking bins of various sizes are placed at FDOR locations for pickup on a prearranged schedule, and On-Demand Mobile On-Site Shredding Services for non-recurring requests. Bidders must submit tiered pricing for bin quantities across three bin sizes (32-gallon, 62-65 gallon, and 95-96 gallon) and six service scenarios combining scheduled and on-demand frequencies, with separate pricing for stop fees and associated charges. All services must include arrival, retrieval, pickup, removal, and on-site destruction, and bidders must be National Association of Information Destruction (NAID) certified with a minimum of three years of experience in mobile on-site shredding. The evaluation criteria prioritize lowest responsive and responsible bid pricing on a county-by-county basis. Sealed bids must be submitted by March 31, 2026, at 3:00 PM local time in Tallahassee, Florida, with a vendor question deadline of March 13, 2026, responses posted by March 25, 2026, and contract award estimated for April 7, 2026. The resulting contract will be effective for four years with no renewal options, and may be certified as an Alternate Contract Source by the Florida Department of Management Services for use by other state agencies.
This procurement contains no identified set-aside designations or restrictions limiting the types of organizations that can respond, and no disadvantaged enterprise requirements are specified in the solicitation. Six incumbent contractors currently hold expiring FDOR term contracts set to terminate March 31, 2026, and their services provide existing infrastructure for document destruction operations. Bidders should note that fuel adjustment charges are not acceptable in pricing submissions, and financial consequences include a penalty of one percent of invoice cost for each workday that scheduled pickups are not made within 24 hours of the agreed time, unless the contractor notifies the customer of inability to perform and a mutually agreed reschedule occurs. Contract funding is contingent upon annual legislative appropriation, and no specific budget or award value is disclosed in the solicitation documents. The FDOR intends to award contracts based on county-by-county evaluation of lowest responsive and responsible bids, potentially resulting in single or multiple contractor awards across different jurisdictions.
