About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Department of Health and Human Services, is requesting proposals for pharmacy services at the Utah State Developmental Center under RFP MK27-2, with proposals due September 9, 2026. The procurement expects a single contract award to the highest-scoring responsive and responsible vendor; vendor pricing must be guaranteed for one year.

Mandatory eligibility requirements are an active professional pharmacy license in Utah and the vendor's state of operation, active Medicaid provider enrollment with a valid National Provider Identifier, and demonstrated capability to bill Medicare, Medicaid, and private insurance. Billing must leverage all third-party insurance options (private, Medicaid, Medicare) before DHHS reimbursement; pricing for non-covered medications must be based on National Average Drug Acquisition Cost 2026 Federal Upper Limits or TrumpRx pricing, whichever is lower.

The contract term is five years. Place of performance is the Utah State Developmental Center. The contractor must maintain $1 million minimum general liability insurance per occurrence and $3 million aggregate, sign a HIPAA Business Associate Agreement, and comply with background screening under Utah Code 26B-2-120 and IT General Provisions including NIST 800-53 and data storage within the United States with encryption at rest and in transit.
