About this opportunity
The State of Utah Department of Health and Human Services, through the Division of Purchasing, is requesting proposals for laboratory and genetic testing services under RFP MK26-32 to support parentage determination for child support cases, with proposals due July 9, 2026. A single contract award will be made to the highest-scoring responsive and responsible vendor. Vendor pricing must be guaranteed for a minimum of one year.
Vendors must hold AABB or equivalent federal accreditation for a minimum of five years and demonstrate at least five years of experience with government child support enforcement agencies. Certification through AABB or ASHI is mandatory. Applicants must achieve a minimum technical score of 840 points (70% of the 1,200-point technical evaluation) to advance to cost evaluation.
The contract scope requires comprehensive laboratory genetic testing services with specimen collection at four primary Office of Recovery Services locations in Ogden, Provo, Taylorsville, and St. George, plus additional collection sites statewide, nationally, and internationally, including correctional facilities. Testing must employ polymerase chain reaction methodology with a minimum of 15 DNA systems per case and achieve 99% probability of paternity for inclusionary cases. Results must be transmitted as PDF documents via secure file transfer protocol within 24 hours of completion, signed and notarized by experts holding Ph.D.s in biological or biomedical sciences. The contractor must maintain 100% chain-of-custody compliance, achieve over 98% first-time sample collection success, deliver 90% of results within 24 hours of completion, and maintain 95% on-time deadline performance. Pricing is a firm, fixed price per draw covering all costs including phlebotomy supplies, courier services, and re-collections due to specimen viability issues.
The contract term is five years. Evaluation uses 70% technical weighting (1,200 points across six criteria) and 30% cost weighting (514.3 points), with cost points distributed proportionally based on the lowest-bid formula. Mandatory commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate is required. The contractor must provide no-cost court support services including depositions, testimony, and affidavits, and operate a toll-free customer support line.
