Mandatory Minimum Requirements & Technical Scoring Criteria for MK26-32 ORS Genetic Testing
This document is an attachment to a Request for Proposals issued by the State of Utah Department of Health and Human Services (DHHS) Division of Purchasing for laboratory and genetic testing services. The RFP seeks a single contract award for a five-year term with vendor pricing guaranteed for one year. The vendor selected must provide comprehensive laboratory genetic testing services, including specimen collection site logistics across Utah, with collection services available at DHHS office locations and independent sites throughout the state. The vendor is required to transmit genetic test results to DHHS through sFTP configuration for .pdf file transmission and must report unsuccessful collections to DHHS within 24 hours.
To advance in the procurement process, vendors must satisfy ten mandatory minimum requirements, including federal and state licensing compliance, accreditation by AABB or equivalent accrediting bodies for a minimum of five years, submission of a W-9 Form, a minimum of five years' experience with government child support enforcement agencies, and acknowledgment of providing re-draw services at no charge when specimen collection failure results from vendor error. Vendors must also demonstrate ability to transmit results through sFTP, identify main contract contacts and staff, acknowledge use of ORS invoice requirements, and submit both a technical proposal and cost sheet. Technical evaluation criteria assess service area coverage and collection site logistics, testing procedures and record retention practices, company experience including references from at least three entities, implementation and training plans, quality assurance and error prevention safeguards, and data transmission capabilities. Vendors must achieve a minimum technical score threshold to advance to the cost evaluation stage.

The three regions are: sFTP, Kofax and Content Manager. While it is possible for a new company to transmit this information, ORS will need to develop the appropriate format to receive their results. Consideration will be given to the vendor that does not require new configuration and testing in the transmission of .pdf files. Vendor must explain in detail any new configuration that is required by DHHS to receive these files.
