About this opportunity

The State of Utah Department of Health and Human Services is issuing a Request for Statement of Qualifications (RFSQ MK26-18) for Eye Movement Desensitization and Reprocessing (EMDR) Training Services under Utah Procurement Code 63G-6a Part 15. The procurement seeks a qualified vendor to provide professional EMDR training services to contracted mental health providers throughout Utah, with the initial contract term funded for 2.5 years and the state reserving the right to extend to five years. The selected contractor must develop a customized service plan, deliver training curriculum and materials at least 30 days prior to training sessions, and provide monthly consultation for 12 months post-training, with a primary objective of training a minimum of 20 new EMDR providers annually over four years while achieving 75% participant knowledge gains from pre- to post-testing and 90% fidelity compliance to EMDR protocols. To be considered, vendors must meet five mandatory minimum requirements: possession of a Master's or Doctoral Degree in a mental health field, active licensure to practice mental health therapy, EMDRIA (Eye Movement Desensitization and Reprocessing International Association) recognition and approval for EMDR training, completion of 40 hours of EMDRIA training with 10 hours of consultation calls and mentoring by a certified EMDR trainer, and a minimum of three years of combined experience in EMDR training and practice. Qualified vendors will be evaluated on three technical scoring criteria weighted equally at 300 points each (900 total points): submission of trainer resumes verifying EMDRIA qualifications and ongoing recognition, submission of a detailed EMDR training plan including schedule, consultation components, follow-up protocols, materials, and completion requirements, and provision of specific details regarding training structure, duration, maximum class sizes, and instructor-to-participant ratios. The due date for responses is March 10, 2026, with all submissions required through the U3P online system; vendors must not include pricing information in their qualifications submissions, as compensation will be determined through fair and reasonable negotiations with the highest-ranked vendor.

The solicitation documents do not identify any set-aside designations or restrictions limiting responses to specific organization types such as disadvantaged enterprises, minority-owned businesses, or women-owned businesses. No incumbent vendors or current contractors are identified in the procurement materials. Vendors must comply with extensive regulatory requirements including federal and state employment discrimination laws, federal cost principles, HIPAA regulations, conflict of interest provisions, intellectual property ownership rules, and confidentiality requirements regarding state data; contractors must also maintain commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate and register with E-Verify for employment eligibility verification. The procurement documents do not provide a specific budget range or award value; compensation will be negotiated following vendor selection and determined to be fair and reasonable based on the scope of work requirements and market conditions. All contracts are governed by Utah state law with venue in Salt Lake City's Third Judicial District Court, and DHHS reserves the right to conduct discussions with reasonably susceptible vendors and request best and final offers, with the right to terminate contracts without cause upon 30 days' written notice or for cause with 10 days to cure.
