This is a Scope of Work document for Eye Movement Desensitization and Reprocessing (EMDR) Training Services issued by the State of Utah Department of Health and Human Services (DHHS). The contractor must be EMDRIA-recognized and employ trainers with at least 40 hours of EMDRIA training, 10 hours of consultation, mentoring from a certified EMDR trainer, and a master's or doctoral degree in a mental health field. The scope requires the contractor to develop a customized service plan detailing training courses, costs, travel expenses, and cohort sizes; collaborate with DHHS to select appropriate providers; deliver curriculum and materials 30 days prior to training; and provide monthly consultation for 12 months post-training. The contract is currently funded for 2.5 years, though DHHS reserves the right to extend it to 5 years.

Key performance outcomes include training a minimum of 20 new EMDR providers annually over four years and achieving 75% participant knowledge gains from pre- to post-testing and 90% fidelity compliance to EMDR protocols. The contractor must also support quarterly reporting on client outcomes including reduction in trauma-related symptoms and reductions in inpatient stays and emergency service usage. The contractor is responsible for submitting monthly progress reports and final reports by June 1st of each fiscal year and must enroll in sam.gov and the State EFT payment system to receive compensation. DHHS will provide training locations, serve as liaison with contracted providers, and assist in identifying participating providers. No pricing information is to be included in vendor qualifications; compensation will be determined through negotiations with the highest-ranked respondent.
