About this file

This document is the Mandatory Minimum Requirements and Technical Scoring Criteria attachment for a Request for Statements of Qualifications (RFSQ) issued by the State of Utah Department of Health and Human Services for Eye Movement Desensitization and Reprocessing (EMDR) Training Services (MK26-18). The procurement seeks a qualified vendor to provide EMDR training services, with the contract term currently funded for 2.5 years, though the state reserves the right to extend the agreement to 5 years. The vendor selection will be based on a competitive evaluation process, with the highest-ranked responsive vendor invited to negotiate contract terms at fair and reasonable compensation rates determined through subsequent negotiations.

All prospective vendors must meet five mandatory minimum requirements to be considered for contract award, including possession of a Master's or Doctoral Degree in a mental health field, active licensure to practice mental health therapy, recognition and approval by EMDRIA (Eye Movement Desensitization and Reprocessing International Association), completion of 40 hours of EMDRIA training with 10 hours of consultation calls and mentoring by a certified EMDR trainer, and a minimum of 3 years of combined experience in EMDR training and practice. Vendors advancing past the mandatory requirements phase will be scored on three technical criteria: submission of trainer resumes verifying EMDRIA qualifications and ongoing recognition, submission of a detailed EMDR training plan including schedule, consultation components, follow-up protocols, materials, and completion requirements, and provision of specific details regarding training structure, duration, maximum class sizes, and instructor-to-participant ratios. Pricing information is explicitly excluded from the qualifications submission process.
