About this opportunity

The City of Phoenix Finance Central Procurement Department is seeking responsive and responsible contractors for Miscellaneous Building Repairs (RFQu-26-0014) through a five-year contract commencing on or about February 1, 2026. This solicitation requires contractors to provide comprehensive maintenance and repair services for City-owned commercial and residential properties, supplementing internal City trades staff. Contractors must deliver all labor, materials, equipment, permits, and supervision for services including general repairs, plumbing, minor electrical work, and millwork/carpentry. Interested contractors must be registered with the Arizona Registrar of Contractors with an "Active" status and possess a minimum of three years of experience in commercial construction or repair services. The evaluation process will assess contractors on four pass/fail criteria: business model, experience, licenses and qualifications, and approach to OSHA safety and staff training, with each criterion weighted equally at 25%. Key procurement dates include a pre-offer conference on June 23, 2025, written inquiries due by July 7, 2025, and offers due by July 15, 2025 at 2:00 pm.

Contractors must maintain specific insurance requirements, including Commercial General Liability coverage with $2,000,000 general aggregate limits, Automobile Liability with $1,000,000 combined single limit, and Crime Insurance with limits of 50% of contract value or $50,000. While no specific set-aside designations are mentioned, the solicitation implies potential opportunities for businesses demonstrating strong safety protocols and comprehensive operational capabilities. Pricing will be firm and fixed for the initial contract year, with potential annual price increases permitted upon written request and City approval. The City makes no guarantee of project volume or size, with work provided on an as-needed basis. Services will be available 365 days per year, 24 hours per day, with differentiated pricing for regular hours versus after-hours work performed between 6:01 p.m. and 5:59 a.m., weekends, and City-observed holidays. Contractors must provide three past project examples, three professional references, and detailed documentation of licenses, certifications, and OSHA safety standards to be considered for this opportunity.
