About this opportunity

Colorado School of Mines is seeking a qualified firm to provide comprehensive enrollment strategy and communication marketing services for prospective undergraduate student search, inquiry, and yield campaigns. The Request for Proposals (RFP) MINES25044 was released on April 30, 2025, with proposals due by May 30, 2025, at 5:00 PM Mountain Time. The primary objectives are to increase application numbers and strengthen national brand awareness, targeting an undergraduate audience that currently generates over 13,000 annual applications with an average admitted student GPA of 3.90 and SAT score of 1400. Required services include multichannel communication strategies utilizing Technolution's Slate constituent relationship management platform, encompassing emails, text, print on demand, and optional social marketing. The evaluation will be conducted using a 150-point system, with 50 points allocated to cost, 75 points for service performance, and 25 points for additional factors. The contract term is anticipated to be one year, with potential extensions up to five years, with strategy and creative development to commence no later than July 2025 for the Fall 2025 semester.

While no specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documents, the contract requires extensive data protection and security compliance. The successful contractor must maintain comprehensive insurance coverage, including network security and privacy liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The contractor will be required to perform annual SOC2 Type II audits and comply with various federal and state regulations including HIPAA, FERPA, and the Colorado Open Records Act. Specific technology integration requires working within Technolution's Slate platform, and the contractor must provide detailed pricing breakdowns for marketing and communication services, training, and consulting across a five-year potential contract period. While a specific budget range was not disclosed, the comprehensive nature of the services and the robust requirements suggest a substantial investment in developing and implementing sophisticated student recruitment communication strategies.
