About this opportunity

The Illinois Department of Innovation and Technology is seeking bids for fiber-based point-to-point Metro Ethernet transport services with speeds between 100 MB and 1 GB for multiple state agency locations, with bids due October 20, 2026 and questions due by October 6, 2026 (14 days prior to opening).

Multiple awards are anticipated, with each site evaluated and awarded separately to the lowest responsive and responsible bidder per location. An 11% Business Enterprise Program (BEP) goal applies to special construction charges only; bidders with no special construction must submit a letter confirming this, while those including special construction must submit a compliant BEP Utilization Plan. Vendors must be registered in the Illinois Procurement Gateway (IPG) or submit a completed Vendor Disclosure form to qualify.

The scope covers redundant secondary circuit connectivity with path diversity for four Department of Corrections facilities: Dixon Correctional Center (Dixon), Graham Correctional Center (Hillsboro), Taylorville Correctional Center (Taylorville), and Kewanee Life Skills Re-Entry Center (Kewanee). Service will interconnect these sites to Illinois Century Network (POP) sites and provide redundancy to existing primary circuits currently supplied by Comcast, MCC, FIDIUM, and STRATUS. Bidders must submit pricing for all required and optional bandwidth tiers for each site where they bid; failure to price all tiers renders that site ineligible for award.

Bidders must submit electronic responses through BidBuy with all required documentation: Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State, Information and Technology Standard Terms and Conditions, and either a BEP Utilization Plan or a letter confirming no special construction is required. Total cost is calculated as (Monthly Recurring Cost × Service Term) plus Non-Recurring Installation Cost. Pricing must be all-inclusive and final; no additional taxes, fees, surcharges, or pass-through charges are permitted after award. Bids must remain firm for 180 days from opening. The resulting contract may be partially or totally funded with federal funds, with the percentage disclosed upon notice of award.
