About this opportunity
The Tennessee Department of Environment and Conservation is requesting bids on repairs to the Recreation Lodge at Meeman Shelby State Park in Millington, Tennessee, with bids due September 4, 2026 at 2:00 a.m. CDT and a pre-bid conference scheduled for August 26, 2026 at 10:00 a.m. CST at the park Visitor Center. Contractors and applicable subcontractors must hold active BC-B (specialty), BC-B (general), or BC-C (limited) Tennessee builder's licenses prior to bid submission; failure to provide copies results in bid disqualification.
The scope encompasses comprehensive lodge repairs including demolition of decayed beam ends, removal and replacement of windows and doors, roof overhang modifications, structural framing repairs with pressure-treated pine, installation of new double-pane energy-star-rated windows, storefront doors with tempered glass and panic bars, ADA-compliant automatic door opener, ceiling fans with dedicated electrical circuits, fiber-cement siding with moisture barriers and flashing, insulation, and interior and exterior finishing. Specified materials include James Hardie fiber-cement siding, Anderson or Aluminum Tubelite windows in dark bronze, Sherwin Williams or PPG exterior paint, Owens Corning R-19 insulation, and Global Industrial ceiling fans; pre-approval is required for substitutions. All work must comply with current state-approved International Building Code (IBC) and National Electrical Code (NEC) standards. Work must be completed between contract execution and January 1, 2027, during regular business hours (Monday–Friday, 8:00 a.m. to 4:30 p.m.), coordinated with park management.
Total project costs are expected to exceed $100,000. Bids exceeding $100,000 require a payment bond equal to twenty-five percent of the contract price. The contract is a one-time purchase with a six-month term and a firm, fixed-price structure covering all overhead and direct and indirect costs. Contractors must be registered with the Tennessee Department of Revenue and comply with debarment, Iran Divestment Act, and illegal immigrant usage statutes. Workmanship is warranted for one year from final inspection, and materials are warranted per manufacturer specifications. Site visits are mandatory; the State will not make allowances for quotation errors due to failure to visit the site. Written questions are due August 28, 2026.
