About this opportunity

The Nevada Department of Human Services, Division of Child and Family Services, is issuing a formal Request for Proposals (RFP 40DHHS-S3579) to procure medical director services for the Nevada Youth Training Center (NYTC) located in Elko County. The facility is a staff-secure correctional care facility that houses up to 64 youth ages 14-18, and the medical director will provide comprehensive medical services in accordance with recognized standards of care, timeliness requirements, Prison Rape Elimination Act (PREA) compliance, and support for the Forward Thinking cognitive behavioral program. Required qualifications include medical licensure, demonstrated expertise in youth medical care within correctional or secure settings, and the ability to maintain both in-person availability at the facility and on-call availability for emergencies. Evaluation will be weighted across five criteria: Medical Qualifications and Skills (35 percent), In-Person Availability (30 percent), On-Call Availability (25 percent), Ability to Provide Tailored Care Supporting the Forward Thinking Program (20 percent), and Cost (15 percent). The submission deadline is February 25, 2026, at 2:00 pm Pacific Time, with questions due by February 4, 2026, and client references due by February 23, 2026. The evaluation period is estimated for March 10-12, 2026, with a notice of intent to award by approximately March 12, 2026, formal notice of award by approximately April 30, 2026, and Board of Examiners approval estimated for June 9, 2026. The resulting contract will be for a four-year term and is subject to automatic renewal unless legislative action terminates it due to insufficient funding.

The State of Nevada awards a five percent preference to Nevada-based businesses as defined by NRS 333.3351-333.3356 and applies an inverse preference to vendors from states with in-state preferences not afforded to Nevada vendors. All vendors must register with nevadaepro.com, hold a current Nevada business license, and maintain active entity registration with sam.gov. There are no identified set-asides for disadvantaged enterprises or minority-owned businesses in the solicitation materials. Mandatory minimum requirements include compliance with Nevada law prohibiting boycotts of Israel, data encryption and stateside data maintenance, indemnification provisions, and adherence to the standard form independent contractor services agreement and insurance schedule provided. The solicitation materials do not identify any incumbent vendors or current contractors, nor do they specify an existing budget range or award value; however, the solicitation includes a cost schedule form for vendors to submit pricing proposals. Contractors must maintain appropriate insurance coverage as detailed in the insurance schedule attachment and are required to comply with all confidentiality requirements through the Confidentiality Addendum and Business Associate Addendum, with particular attention to protecting individually identifiable information and health information related to youth in the facility's care.
