About this file
This is a Scope of Work document issued by the Nevada Department of Human Services, Division of Child and Family Services, for medical director services at the Nevada Youth Training Center (NYTC), a staff-secure correctional facility in Elko, Nevada, housing up to 64 youth ages 14-18. The medical director will provide comprehensive medical services including routine physical examinations, emergency care, consultations, medication prescriptions, and treatment plan development in accordance with recognized standards of care and Prison Rape Elimination Act (PREA) compliance while supporting the facility's Forward Thinking cognitive behavioral program. The vendor must conduct a minimum of four on-site professional visits per month (ideally one per week) during pre-arranged, mutually agreed-upon times; receive consultation calls from NYTC nurses and administration on non-visit days; maintain electronic health records per facility policies; and provide quarterly summary data documenting patient encounters by treatment category. The submission deadline is February 25, 2026, at 2:00 pm Pacific Time, with an estimated Board of Examiners approval date of June 9, 2026, and the resulting contract will be for a four-year term subject to automatic renewal unless legislative action terminates it due to insufficient funding.
The scope of work does not specify pricing terms, set-asides, incumbent vendors, or current funding amounts. The vendor must carry malpractice insurance in addition to coverage specified in the contract's Insurance Schedule attachment and maintain compliance with HIPAA and applicable Nevada law. The vendor is responsible for all independent contractor liabilities, including workers' compensation, FICA, withholding taxes, and unemployment compensation. In the event the vendor cannot provide services as scheduled, youth will be transported to Northeastern Nevada Regional Hospital or an alternative facility designated by the vendor or referring physician. Vendors must specify in their submissions their proposed number, length, and cadence of visits; their plan for managing schedule changes while maintaining minimum care levels; and their proposed availability for emergency and non-emergency consultation calls.
