About this file

This is a Medical Director Cost Schedule document prepared by the Nevada Department of Human Services, Division of Child and Family Services, for Request for Proposals (RFP 40DHHS-S3579) to procure medical director services for the Nevada Youth Training Center (NYTC) in Elko County. The NYTC is a staff-secure correctional facility housing up to 64 youth ages 14–18 that requires comprehensive medical services in compliance with recognized standards of care, timeliness requirements, Prison Rape Elimination Act (PREA) standards, and support for the Forward Thinking cognitive behavioral program. Vendors must submit proposals with a flat monthly rate that encompasses all required services, with the monthly service categories including on-site visits, office services, consultation calls, and administrative work. The submission deadline is February 25, 2026, at 2:00 pm Pacific Time, with questions due by February 4, 2026, and client references due by February 23, 2026. Evaluation is scheduled for March 10–12, 2026, with a notice of intent to award by approximately March 12, 2026, formal notice of award by approximately April 30, 2026, and Board of Examiners approval estimated for June 9, 2026. The resulting contract will be for a four-year term subject to automatic renewal unless legislative action terminates it due to insufficient funding.

Vendors must propose a flat monthly rate inclusive of all required services and identify the number and type of services included in that rate; if minimum monthly service levels cannot be met due to vendor emergency, illness, or vacation, invoicing will be prorated accordingly. Vendors may propose optional, additional services as separate line items with detailed cost information. The RFP evaluation criteria are weighted as follows: Medical Qualifications and Skills (35 percent), In-Person Availability (30 percent), On-Call Availability (25 percent), Ability to Provide Tailored Care Supporting the Forward Thinking Program (20 percent), and Cost (15 percent). Nevada awards a five percent preference to Nevada-based businesses as defined by NRS 333.3351–333.3356 and applies an inverse preference to vendors from states with in-state preferences not afforded to Nevada vendors. All vendors must register with nevadaepro.com, hold a current Nevada business license, and maintain active entity registration with sam.gov. No set-asides for disadvantaged or minority-owned enterprises have been identified, and no incumbent vendors or current budget ranges are specified in the solicitation materials.
